Phnom Penh City Hall is currently working on setting up the Phnom Penh Smart City Hub, with the main goal of implement Phnom Penh's Smart City roadmap and deliver on its vision of "Phnom Penh, a smart capital that uses information and technology to meet the needs of businesses and communities more sustainably".

Phnom Penh is a capital city at a pivotal point in its urban development: with a population that has been growing steadily for the past 25 years, and which is predominantly young, economic growth that has been recovering rapidly since the end of the pandemic, and a territory that is undergoing rapid transformation, this is a crucial time to develop "smart" solutions, whether high- or low-tech. Innovation lies at the heart of the Smart City: it's not simply a question of applying technologies that have been tried and tested in other cities, but above all of enabling local players to develop tailor-made solutions to Phnom Penh's urban challenges.

The Municipality of Phnom Penh is fully engaged in the process of localizing and operationalizing the Smart City concept through the elaboration of the Smart City roadmap, supported by the AIMF/EU strategic partnership and adopted in 2021. It is now seeking new ways to implement this ambitious roadmap, which suggests to look towards innovation to address urban challenges identified in the Phnom Penh Sustainable City Plan (2018-2030) and the Phnom Penh Smart & Sustainable City strategic roadmap (2022-2035).

To this end, the city has identified the need to design and bring to life a platform for sharing information and bringing together urban and innovation players from both the public and private sectors for coordinating and supporting the effective smart city projects development and implementation.

The project is co-financed by AIMF and Phnom Penh city Hall. 40% of the budget is dedicated to creation of the Smart City Hub working spaces.

Duties:

The goals of the consultancy are to support Phnom Penh Capital Administration (PPCA) is (1) confirming the vision, mission and roles and responsibilities of the Smart City Hub (SCH), and (2) support PPCA in identifying the best legal structure to host the Smart City Hub. In order to achieve this,

The following tasks have been identified:

  1. Assist technically PPCA in creating the Smart City Hub: The consultant will confirm and refine the needs identified by the project; draft the Smart City Hub’s mission and goals; draft basic operational framework for the Hub (work team composition, job description for each team member, etc.);
  2. Propose at least two options for the legal status of the Smart City Hub: By benchmarking existing public and public/private structures, the consultant will identify relevant possible options to give legal existence to the Smart City Hub, in regards to both PPCA expectations and operational needs.

Expected deliverables are:

  1. A recommendations report on the legal status best adapted for the SCH;
  2. A recommendations report on the vision, mission and roles and responsibilities of the SCH. This report will include a benchmark on existing smart city projects or units at local level of public authorities in South East Asia.
  3. A concept note of the PP Smart city hub, including legal status, vision, missions, roles and responsibilities of the Hub team composition and required professional profiles; approved by PPCA. The two recommendations reports will be annexed to the final concept note.

Expected work methodology: Goals and deliverables should be achieved thanks to a series of meetings which allow either one-on-one or group discussions with relevant stakeholders in order to collect insights and suggestions. Stakeholders will include ministry level, relevant public institutions, academic sector and private sector, and relevant political and administrative leaders within PPCA and the Ministry of Interior.

Eligibility

  • Requirements:
  • Individual or corporate consultant able to demonstrate the following:
  • At least 15 years professional experience, in the fields of urban development, urban planning, local public administration, digital technologies for cities or any other relevant field.
  • A minimum of 8 years of experience in Cambodia
  • Strong experience in project management
  • Experience in smart city projects in SEA and/or Cambodia required.
  • Experience working with both subnational and national administration is highly appreciated.
