Habitat Cambodia

Habitat for Humanity International in Cambodia (Habitat Cambodia) is a branch office of Habitat for Humanity International (HFHI) and began operations in Cambodia since 2003. Habitat Cambodia has served more than 188,000 families to improve their living conditions through housing interventions, WASH facilities, community development programs, and partnerships with a diverse group of international and local non-governmental organizations, microfinance institutions, corporate partners, local and national authorities. With its new strategy plan 2026-2028, Habitat for Humanity Cambodia seeks to impact the lives of 946,224 people in Cambodia through working on construction, market development, advocacy, and volunteer works in the three main programs: (1) Build Resilient Housing, (2) Strengthen Housing Governance and Systems (3) Influence Housing Market Development.

Rationale

Cambodia is increasingly vulnerable to climate change, with low-income families facing the greatest risks due to inadequate housing and limited resources. Since 2003, Habitat Cambodia has directly supported approximately 5,975 vulnerable families in nine provinces—Phnom Penh, Kandal, Siem Reap, Battambang, Kampong Cham, Thboung Khmum, Svay Rieng, Kampot, and Preah Vihear—through new, upgraded, and repaired houses. These housing interventions have incorporated climate-resilient and passive cooling features to reduce exposure to , heatwaves, extreme heat, and other climate-related hazards, while also improving indoor comfort by integrating energy-efficient and nature-based solutions

However, despite these efforts, Habitat Cambodia has not yet developed a formal document to define the scope and ensure consistency in the implementation of the housing intervention. To address this gap, Habitat Cambodia is seeking a qualified consultant to develop Technical Recommendations for Passive Cooling Housing for Low-Income Families.

Consultant Profile

We encourage applications from diverse teams that include women, people with disabilities, and individuals from marginalized gender and ethnic groups, etc. The consultant team is expected to have a mix of skills relevant to the assignment. The team needs to have a team leader (national or international) and a research team (national). We expected the consultant team to be social science experts specializing in disaster risk reduction (DRR), climate change, and housing with a post-graduate degree in social science or a comparable qualification. The required key experiences, knowledge, and skills of the consultant include:

We encourage applications from diverse teams that include women, people with disabilities, and individuals from marginalized gender and ethnic groups, etc. The assignment requires a consultant (or consortium) with strong technical expertise, contextual understanding, and capacity‑building experience in climate-resilient and climate-adaptive housing in low-income communities.

Eligibility

  • The consultant should demonstrate the following minimum qualifications and competencies:
  • Legal status recognized by the Government of Cambodia, enabling the organization to perform the tasks mentioned above under the laws of Cambodia.
  • Advanced academic qualifications in Architecture, Civil/Structural Engineering, Urban Planning, Environmental development, Climate Resilience, or a related discipline.
  • At least 5 years of professional experience in housing design, built‑environment projects, climate change, or community-based housing programs in developing or low-income contexts.
  • Demonstrated practical expertise in passive cooling, climate adaptive housing design, and thermal comfort strategies, particularly for tropical and hot, humid climates.
  • Proven experience in developing housing design guidelines, technical manuals, or standards for poor and low-income households.
  • Strong practical knowledge of low-cost construction techniques, locally available materials, and affordable or incremental housing approaches suitable for both urban and rural settings.
  • Proven capacity to design practical housing prototypes, including drawings, layouts, and construction details for brick and wooden housing typologies.
  • Solid understanding of climate change adaptation, disaster risk reduction, and climate resilience as they relate to housing, including heat stress, flooding, and extreme weather risks.
  • Demonstrated ability to align technical outputs with national policies, building codes, climate strategies, and international frameworks, including SDGs 11 and 13.
  • Experience integrating gender equality, disability inclusion (PWD), health, and social inclusion considerations into housing and built‑environment design.
  • Proven capacity to develop Monitoring, Evaluation, and Learning (M&E/MEL) frameworks, indicators, and data collection tools related to housing, climate resilience, or infrastructure programs.
  • Proven skills in capacity building and technical training, including development of practical training materials and facilitation of training sessions, with strong analytical and report writing skills.
  • Excellent written and verbal English language skills; fluent in Khmer.

Tax arrangements: The consultant will propose only the net amount in the financial proposal.

Management and Coordination:

The consultant will report to and be under the management of the country MEAL Manager of Habitat for Humanity Cambodia. He shall be supported by a coordination team that includes Habitat Cambodia programs, RD, and Comms for the design and development as well as the research and analysis. This group, together with the MEAL Manager, will coordinate with the internal team from recruitment to final product submission/notification. Successful accomplishment of the work plan, including the quality of the deliverables, is subject to review and approval by Habitat for Humanity Cambodia. Communication and dissemination of key findings to a broader audience must first be approved by Habitat Cambodia.
