The Consultancy Services include activities necessary to subsequently procure a civil works contractor for the development of a sanitary landfills and waste treatment facilities in Siem Reap, Kandal and Kampong Speu; including closure works and cleanup activities of related existing waste disposal sites and operations, as needed. Construction supervision and capacity development are other key tasks. Key tasks under the assignment are:

• Carrying out a complete topographic survey of the existing dumpsites and proposed new landfill sites, including the area in the vicinity of the sites to confirm site demarcation and Carrying out site investigations and collection and analysis of geological, topographical, hydrogeological and other data required for the design basis (specifically update of the waste quantities), including identification of additional sampling and testing programs required for adequate designing purposes under the contract;
• Preliminary Engineering Design, basic cost estimate and accompanying required gate fees;
• Development of a preliminary Environmental and occupational, health and safety Management Plan and coordination with the consultants that will be carrying out the full Environmental and Social Impact Assessment and Environmental and Social Management Plan -under separate contract;
• Detailed Design, including drawings, specifications and detailed cost estimates (Bill of Quantities) as well as operational manual for the landfill and waste treatment facilities and definition of performance specifications for management and operation contract with accompanying required waste gate fee;
• Preparation of Bidding Documents and provision of procurement assistance and bid evaluation support; and
