Background

People in Need (PIN) is a Czech non-governmental organization providing relief and development assistance while working to defend human rights and democratic freedoms in over 20 countries around the world. PIN’s food security, WASH, health, education, emergency response, disaster resilience and other programmes have assisted millions of people globally.

In Cambodia, People in Need has been working since 2008 providing development and emergency assistance in rural and urban areas, specifically in three main sectors: environmentally friendly market development for improved livelihoods, improvement of maternal and child health, and disaster risk reduction.

Project Background (‘SWITCH To Solar’ project)

Despite Cambodia’s success in expanding access to the grid, electricity tariffs are amongst the highest in the region and businesses in rural areas tend to pay up to twice more than in urban, grid-connected areas (from 0.14$ kW/h in the capital vs. up to 0.25$ kW/h charged by diesel-powered mini- grids). Expensive and unstable electricity access negatively impacts MSME’s operations by raising their operational costs and incurring financial losses caused by unpredictable power outages. Despite the potential return on investment for shifting to solar, MSMEs have limited access to capital, with 60 to 90% using informal channels. In light of growing investments in the agri-/fishery sector and forecasted expansion of economic activities, commercial diffusion of solar solutions for productive use can curb GHG emissions, whilst reducing MSME’s operational costs and improve their competitiveness.

The project will promote sustainable consumption patterns in the Cambodian agri-fishery sector with a focus on agro-processing by encouraging Micro, Small and Medium Enterprises (MSMEs) to adopt Sustainable Consumption Practices (SCP), through increased access to solar solutions; and fostering replication through demonstration and access to finance.

Position Summary

Project location: Phnom Penh, Kampong Chhnang, Pursat, Battambang, Siem Reap, and Kampong Thom

Scope of work

The consultant is expected to produce 1 analysis report which provide a better understanding of the potential of the cold storage solar technology within Cambodia’s agri-fishery sector, identification of potential barriers, recommendations of the highest potential and immediate next steps, which new technologies/solutions can be work in order to improve the post-harvest cold chain and analysis of successful technologies/best practices from neighboring countries – mainly Thailand and Vietnam, how these could potentially into Cambodia context and barriers for uptake.

Expectations - Duties, Responsibilities
  • The consultant is expected to:
  • Develop and share with PIN and SEVEA the workplan and timeline for the execution of the analysis.
  • Develop and share with PIN and SEVEA a draft analysis outline to be reviewed and edited as needed.
  • Develop and share a list of key stakeholders to interview; including the interview questionnaires.
  • Included in the analysis will be a visual representation of the key opportunities and barriers within the existing agri-fishery sector.
  • When necessary, visit key stakeholders, this may include agricultural cooperatives, wet markets, and agricultural and aquaculture collection points.
  • A key target audience are Solar Technology Providers (STPs), they report should be developed and written with their objectives in mind.
  • Present PIN and SEVEA with draft analysis report for comments.
  • Share with PIN and SEVEA information collected during field visits or interviews, including filed visit reports, meeting minutes, and any visuals.
  • Upon incorporating comments from PIN, deliver a final report and summary PowerPoint in both English and Khmer.
Requirements - Skills, Qualifications, Experience
  • Qualifications of the consultant
  • Experience in delivering high-quality and professional analyses and ensuing reports.
  • Experience with Cambodia’s agricultural and/or aquacultural sectors.
  • Experience in conducting stakeholder interviews and performing field work to collect the necessary information and data.
  • Familiarity with Cambodia’s energy sector; particularly solar technology providers.
  • Familiarity with NGO work and an understanding of the Cambodian context.
  • An ability to manage workload in order to adhere to set deadlines.
 

How to Apply

Each applicant must meet and properly prove the above qualification criteria with relevant documentation as follows:

  • CV of the consultancy firm and CVs of all team members who are expected to participate in the service provision; CVs must show past experience in implementation of similar projects and include at least 2 references; make sure that CVs mention the business sectors that consultants are familiar with
  • Methodology: ensuring to describe how each task will be accomplished
  • Work Plan: including all steps and deliverable – taking into account the estimated number of needed working days.

Evaluation Criteria

  • Quality of the offer (i.e. evaluated based on 1. methodology: document describing how each task will be accomplished 2. CVs of the consultancy firm and team members): 40%
  • Price: evaluated based on the submitted Financial Offer: 40%
  • Timeframe: evaluated based on the submitted work plan: 20%

Facilitation

PIN and SEVEA will work closely with the consultant in identifying the most appropriate stakeholders, ensuring trajectory of the analysis is correct, and facilitation of field visits within Switch to Solar’s five provinces.

Reporting

The consultant will work closely and report to PIN and SEVEA team. Reports are expected to be in written form (shared via email), unless there is agreement from PIN side that an oral debriefing session is sufficient.

Contract Cost, Duration

The total contract amount is included VAT 10% according to the Cambodian Tax Law or 15% of the Withholding Tax law of Cambodia (for individual/unregistered consultant) from the total fee.
