Detailed Description of Tasks to be Performed: 

The Strengthening Infectious Disease Detection Systems (STRIDES) Activity is seeking a consultant to support work planning, implementation, and stakeholder management for a global health security (GHS) activity in Cambodia. STRIDES Technical Implementation Consultant ensures the quality and timely implementation of STRIDES activities in Cambodia with a specific focus on strengthening capacity across laboratory and surveillance systems to prevent, detect, and rapidly and effectively respond to emerging infectious diseases and other public health threats. S/He will play a technical and strategic role across STRIDES activities, capturing and incorporating inputs from the Government of Cambodia, USAID and other USG representatives in Cambodia, and feedback from STRIDES HQ and FHI360’s in-country Cambodia teams across work plan implementation and budget/spending. STRIDES Technical Implementation Consultant serves as the Activity’s primary liaison with USAID and other USG entities in Cambodia; key stakeholders including government officials, multilateral organizations, and donors; and other global health security implementing partners in addition to overseeing STRIDES subcontractors operating in country.

Scope of Work:

  • Provide technical and programmatic leadership to the implementation of STRIDES activities in consultation with the country director and HQ backstops
  • Lead the development of concept notes, work plans, activity reports and other need-based key deliverables as advised by the supervisor.
  • Ensure engagement with relevant key stakeholders in consultation with the country director and supervisor.
  • Share new knowledge/evidence and best practices with the team, partners and host country counterparts.
  • Review relevant technical deliverables for quality and relevance before they are sent to FHI HQ and USG.
  • Provide programmatic coordination to the design and implementation of activities including inputs for budget development and monitoring.
  • Coordinate logistic needs for project activities such as meetings and workshops in consultation with the country director and country staff.
  • Lead development or presentations, updates, reports and other communications during the consultancy on topics s/he is working on.
  • Seek and provide guidance to ensure that project implementation adheres to evolving USG guidelines and local rules and regulations.

Bidder Eligibility

  • The consultant should have the knowledge, skills and extensive experience to implement the scope of work. Required criteria:
  • Prefer 10+ years of relevant public health and project management experience, preferably in global health security.
  • Proficient with applicable USAID or other donor rules, regulations, and policies.
  • Established relationships with local governments and stakeholders.
  • Knowledge and experience working on the management and implementation of human and/or animal health projects and interventions for control of infectious diseases or on other public health interventions.
  • Demonstrated experience in managing complex, multidisciplinary projects and/or activities.
  • Proficiency in English language (read, write, speak, and able to produce reports/presentations) is required. 
  • Fluency in host country language is required. 
  • Experience operating in insecure environments.
  • Experience working in a Government of Cambodia Human, Animal or Environmental Health Ministry/Agency is desirable.
