LIVE & LEARN CAMBODIA (LLC) is a local NGO established in 2004 and an affiliate of the Live & Learn International Network. LLC envision to achieve a sustainable and equitable Cambodia free from poverty with mission to empower communities through innovative solutions for sustainable livelihoods and environmental stewardship, driving community-led initiatives that elevate economic resilience and protect natural resources. With a long history of developing educational tools and piloting new technologies, LLC works across multiple provinces to address key issues such as climate change adaptation, renewable energy, sustainable resource management, and climate-resilient livelihoods, aiming for a resilient Cambodia where communities actively manage resources and thrive.

Under Johanniter-funded SEA0102 GROWTH II project, LLC will build market access for smallholder farmers through a) Value chain analysis on Vegetable Production and Trade: A study will be conducted in Lumphat and Kon Mom districts of Ratanakiri province. The aim of the study is to understand the most attractive vegetable products, price opportunities, logistics requirements, potential consumption plans and relationships between stakeholders. The study will involve target farmers and relevant key actors at local and provincial level. b) Training for LLC staff and farmers: LLC staff and 25 active farmers from Kon Mom and Lumphat districts will be selected for training workshops on value chains. The training will provide knowledge of crop value chains and strategies to improve market access. In addition, four women entrepreneurs will be selected to pilot a new vegetable business.

Scope of Work

The consultancy will cover the following key components:

  • Value Chain Mapping and Stakeholder Analysis:
  • Mapping exercise for the entire cash-crop and vegetable-crop value chain from input supply (seeds, fertilizers, etc.) to production, processing, distribution, and consumption.
  • Identify major stakeholders in the value chain and their roles, including producers, cooperatives, unions, traders, processors, and retailers.
  • Value Chain Analysis:
  • Analyze the flow of products and financial transactions through the value chain.
  • Assess challenges faced by stakeholders, including access to finance, post-harvest losses, pesticide and chemical use, technology, and market access.
  • Identify key constraints and opportunities for improvement at each stage of the chain.
  • Market Assessment:
  • Analyze local, district, provincial and cross-provincial market supply and demand trends for locally produced vegetables and/or cash crops
  • Identify high-value markets and market linkage opportunities using digital platforms to directly connect farmers to buyers by reducing reliance on intermediaries, increasing market transparency and enhancing farmers’ bargaining power.
  • Assess the demand for different types of vegetables/cash crop and consumer preferences at different levels.
  • Sustainability Assessment:
  • Evaluate the environmental impact of vegetable/cash crop production practices (e.g., water usage, soil health, pesticide use).
  • Assess the social impacts on farmers, workers, and rural communities (e.g., labor conditions, income generation, gender equality).
  • Recommendations:
  • Propose strategies for enhancing productivity, reducing post-harvest losses, and improving market access.
  • Suggest interventions to strengthen the vegetable value chain, including policy recommendations, infrastructure improvements, and capacity building.
  • Recommend approaches for promoting sustainable production practices and improving economic, environmental and social outcomes.
