DanChurchAid (DCA) established its first office in Cambodia in 1997 after having supported partners since its inception in 1979. DCA’s country program (2016-2020), ‘Changing Lives in Partnerships’, still largely utilizes a partnership-based approach to their programming through the support of 15 local partners that have a national breadth and scope in Cambodia. DCA’s global strategies focus on three primary sectors entitled ‘Save Lives’, ‘Build Resilience’, and ‘Fight Extreme Inequality”, and the DCA Cambodia programme structures its work largely on the latter two sectors, with programming that supports active citizenship and human rights work, as well as right to food and livelihoods initiatives. All of DCA’s work is premised on the development and capacity building of civil society institutions as well as duty bearers, with a long-term focus on sustainability and national ownership of Cambodians to these structures, and an encouragement for all citizens to claim their rights and actively participate in the development of their country.

Consultancy on the Development of MEAL Systems & Approach, PHASE I

Position Summary

Purpose & Objectives Of The Consultancy:

Given the needs outlined above, DCA Cambodia is recruiting a consultant with an expertise in MEAL, specifically with regards to the establishment of foundational components (systems, reports, guidelines, and trainings) of new MEAL systems. The goal of the consultancy is to support DCA with the development of an effective, measurable, and strategic MEAL framework, inclusive of training of DCA and partner staff, as a means to ensure accountability, transparency, and sustainability in programmatic activities.

Consultancy Term: 08 April 2020 – 08 July 2020

Expectations - Duties, Responsibilities
  • More specifically, objectives within this consultancy will be as follows:
  • Provide a comprehensive and detailed review of the existing DCA Cambodia draft MEAL framework, and make recommendations on formatting, language, consistency, as well as the general template and design
  • Develop report templates based on a finalized MEAL framework, with specific attention to the design of a baseline report for both DCA self-implemented and partner activities
  • Integrate partner contributions into the overall MEAL framework through a process that pilots 2-3 partner log frames, and utilizes a participatory approach of inclusion into DCA Cambodia’s MEAL framework and strategy
  • Develop MEAL guidelines for the DCA Cambodia programme, ensuring consistency of approach and sustainability
  • Train DCA and partner staff on new DCA Cambodia MEAL guidelines
  • Support with evaluating first round of DCA Cambodia M&E quarterly data, making general recommendations for improvement
  • The consultant will support these objectives through a combination of meetings with various stakeholders in the MEAL process (Head of Programme, Programme Officers, key partner staff, etc.), field visits, workshops, and desk research. More specific documentation and outputs for this consultancy are as follows:
  • A finalized ‘DCA Cambodia MEAL Framework 2019 – 2022’
  • Tested and finalized reporting structures/ systems/ templates to ensure DCA programme and partner staff are equipped to properly measure activities within the ‘DCA Cambodia MEAL Framework 2019 – 2022’
  • Completed baseline data for the ‘DCA Cambodia MEAL Framework 2019 – 2022’
  • Completed report (maximum 2-3 pages) on recommendations for integrating DCA partner log frames into the ‘DCA Cambodia MEAL Framework 2019 – 2022’
  • Finalized guidelines for the ‘DCA Cambodia MEAL Framework 2019 – 2022’ that includes the following:
  • Reporting structures/ systems/ templates to support practical quarterly measurement of the framework
  • Guidelines that provide definitions, parameters, and detailed instructions on framework content and how DCA staff and partners can properly and effectively measure and provide requested information
  • Completion of ‘DCA Cambodia MEAL Framework 2019 – 2022’ workshop, which focuses on training DCA programme and partner staff on the use of new reports and systems to support the framework
  • Finalized training report with recommendations on next steps and supplemental workshops/ trainings
  • Feedback report on the roll-out of DCA Cambodia’s first quarterly pilot data collection for the ‘DCA Cambodia MEAL Framework 2019 – 2022’

Timeline:

The consultant is expected to commence work on this project no later than the closing date, with all outputs to be complete by 25 June 2020. A more detailed timeline will be agreed upon between the consultant and Head of Programme after a workplan is complete.
