Oxfam’s Impact SME Development (iSME) Program is focused on empowering small and medium-sized impact-driven enterprises (SMEs) to scale their operations and have a greater positive impact on society and the environment. SMEs are a vital driver to economic growth for Cambodia, accounting for 99.8% of companies, 58% of GDP and 70% of jobs creation (MISTI, 2018). They play a significant role in offering innovative and sustainable solutions for local economic development, for example, providing decent jobs, using climate conscious business practices, and offering fairer income to small holder producers. To grow sustainably, these SMEs need to overcome issues related to their organizational capacity, access to finance, investment readiness and the overall business ecosystem.

iSME provides these impact-driven enterprises with:

  • Business Development Services: We improve the business and impact performance of SMEs by providing tailored support, group trainings, peer learning, and network facilitation.
  • Access to Finance: We connect SMEs with investment funds that deliver impact by increasing their investment readiness and connecting them to investors.
  • Enabling Environment: We influence stakeholders to drive change in national policies by engaging with policymakers and promoting SME stories to gather support.

Some key areas of focus within this program are gender promotion, social inclusion, and climate resilience within enterprises.

Expectations - Duties, Responsibilities
  • This consultancy is to provide technical advisory (TA) for up to 5 SMEs in the following areas:
  • Business Development:
  • The consultant will assist SMEs in improving their business performance and preparing for investments. This support encompasses various aspects such as capacity building for both entrepreneurs and employees on entrepreneurship and leadership, fostering strategic partnerships and business linkages to facilitate company expansion, establishing market connections, adopting new technologies, and providing financial planning and funding guidance. These supports aim to equip the company with strategies and tools to facilitate scaling, as well as develop a compelling pitch deck to attract potential partners or investors for further growth.
  • Gender and Disability Inclusion Promotion:
  • The consultant will assess the current state of gender and disability inclusion with the SME’s operations and provide guidance to SME on integrating gender and disability inclusion practices into their business strategies, policies, and operations. The consultant will deliver training program and workshops to SMEs and their employees to enhance their understanding of gender and disability inclusion and establish monitoring and evaluation mechanisms to track their impact progress. Additionally, the consultant will help connect SMEs with relevant stakeholders to foster collaboration and share best practices, as well as with investor networks focused on gender and disability inclusion.
  • Inclusive Business (IB) Promotion:
  • The consultant will work with companies that want to establish new inclusive business lines or wish to turn their existing business lines inclusive, helping them transform into successful IB companies. The support may use Inclusive Business Coaching and Mentoring Guides as a basis for the TA. The TA provider will also deliver training programs to empower SMEs to successfully operate IB ventures. The TA provider will support SMEs forging new partnerships with relevant stakeholders and impact investors, helping them access financial resources and funding opportunities to expand their business.
  • Greenhouse Gas (GHG) Reduction:
  • The consultant will provide support and guidance to SMEs to ensure their improvement in reducing GHG. This support includes assessing current carbon footprint of the SME and offering sustainable solutions to help SME on its roads to sustainability and carbon zero, developing impact measurement framework / tools to help SMEs capture its carbon emissions, and connect SME with potential climate impact investors.

Other Conditions

Issuance of this Terms of Reference does not constitute an award commitment on the part of Oxfam, nor does it commit Oxfam to pay for costs incurred in the preparation and submission of a bid.

The attached Annexes are an integral part of this Request for Proposals.

Oxfam may contact bidders to confirm contacts, addresses, bid amount and to confirm that the bid was submitted for this solicitation.

Quotation validity

  • The quotation shall be valid for 90 days from January 17, 2024. If this is not possible, the bidder may propose a different timeframe.
  • If the bidder is awarded the contract, all information provided in the quotation and negotiation process is contractually binding.
