Oxfam’s Influencing Just Energy Transition in Asia project (I-JET-Asia) is shifting the energy transition policy environment in Southeast Asian countries to strengthen human rights and community-led renewable energy solutions.

The I-JET Asis project is supporting the Association of Southeast Asian Nations (ASEAN)* member states with high climate vulnerability and low access to affordable electricity – including Cambodia, Indonesia, Laos, Philippines and Vietnam – to prioritise the transition from fossil fuels to sustainable renewable energy.

The project adds value to the work of organisations, networks and communities engaged in the energy sector transition in Southeast Asia by contributing to analyses, interpreting findings and sharing results with policy makers, consumers and investors.

The project also supports local NGOs to build the capability, networking and leadership needed to influence national and regional energy policies, industry behaviours and practices.

Therefore, the project objective is to engage Southeast Asian countries in their energy transition to strengthen human rights and community-initiated renewable energy solutions. The project aims to deliver the following outcomes:

  1. Non-state actors at national and regional levels actively contribute to shifting the narrative towards a gender-responsive and socially inclusive energy transition.
  2. National and regional level energy policy frameworks and finance mechanisms are gender responsive and socially inclusive.
  3. Increased private and public funding for community-initiated gender and socially inclusive renewable energy initiatives.

SCOPE OF WORK

When a consultant is selected, he or she is expected to deliver the following scope of work:

  1. Develop an inception report: propose an initial report outlining the content of the influencing strategies, the approach, methodology, stakeholder consultation, and proposed work plan within two weeks of contract commencement.
  2. Develop a draft regional JET Influencing Strategy that would:
  • Follow the outline of the influencing strategies as discussed and agreed with partners and stakeholders
  • Include a comprehensive draft influencing strategy through literature reviews, findings, analysis, and preliminary results of the influencing strategy document.
  • Ensure that the regional JET Influencing strategy captures and updates stake-holders analysis, contextual analysis, measurable outcomes, and impacts following the influencing Outputs, outcomes, and indicators and in line with the I-JET project Theory of Change and MEAL framework.
  • Incorporate gender and feminist principles and approaches
  • Build on or link with the JET Policy tool kit.
  1. Develop a final report: Revise and finalize the regional JET influencing strategy document, incorporating feedback from stakeholders from a regional influencing strategy workshop, within a month of receiving feedback on the draft document. It will be disseminated only within Oxfam and its partners.
  2. Designs stakeholder consultation meetings and design and facilitate the workshop in order to get inputs for the development of the strategy.
  3. Leads focus group discussions and a regional strategy workshop

The duration of this assignment is expected to cover 28 working days over more than three months from 1st April - 15th July 2024.

Bidder Eligibility

  • PROFILE REQUIREMENTS
  • The company/ individual(s) should have the following competencies:

  • The company/ individual(s) should have the following competencies:
  • At least 5 years of relevant professional experience or other related fields.
  • Experience in stakeholder and power analysis, developing influencing strategies and plans related to just energy transition, energy policy, climate change, environment, and gender, social and economic justice.
  • Prior experience and familiarity with working on issues related to the just energy transition, climate change, and sustainable finance.
  • Ability to understand the relevant Oxfam reports on JET research and advocacy
  • Civil society experience: Proven experience in developing policy and strategy, research, planning and strategies, relevant to NGO and civil society projects in the development and climate justice sectors.
  • Language: Fluent in English.
  • Relevant Skills
  • Strong analytical, interpersonal communication, and structured writing skills.
  • Well-known gender equality, disability, and social inclusion (GEDSI) perspective in energy transition is an advantage.
  • Able to facilitate dialogue and group discussion in a workshop.
  • Cultural sensibility
  • Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities.
  • Ability to demonstrate an openness and willingness to learn about the application of gender/gender mainstreaming, women’s rights, and diversity for all aspects of development work.
  • Other criteria
  • Commitment to Oxfam’s safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
  • Ability to work both independently and with the team as necessary to deliver the agreed upon output.
  • Good communication and interpersonal skills

Quotation validity

If the bidder is awarded the contract, all information provided in the quotation and negotiation process is contractually binding.

False statements

Bidders must provide full, accurate and complete information as required by this solicitation and Annexes. False statements in bids constitutes grounds for immediate termination of any agreement with the supplier. OXFAM takes fraud, misstatements, falsification, manipulation, alteration of facts and/or documents very seriously, has a zero tolerance policy to such behaviours, and may choose to take legal action in a case of misrepresented disclosures by Contractors.

Conflict of interest

Bidders must provide disclosure of any past, present or future relationships with any parties associated with the issuance, review or management of this solicitation and anticipated award. Failure to provide full and open disclosure may result in Oxfam having to re-evaluate the selection of a potential bidder.
