Announcement Description

The objective of the solid waste and plastic management improvement project (the Project) is to improve solid waste and plastic management in selected areas. The project will be implemented over a period of 6 years (2023-2029), and budget of US$67.3 million will be allocated for the following four components: Component 1 – Institutional Strengthening for Solid Waste and Plastic Management (US$ 4.32 million, implemented by Ministry of Environment), Component 2 – Integrated Solid Waste and Plastic Management, Planning, Monitoring, and Capacity Building for Participating Provinces, Municipalities and Districts (US$8.42 million, implemented by Ministry of Interior). Component 3 – Solid Waste and Plastic Management Infrastructure (US$54.56, implemented by Ministry of Public Works and Transport) and Component 4 –emergency response with zero allocation has been provisioned for the Bank to provide emergency support in the event of a natural disaster, emergency and/or catastrophic event.

The Task to be undertaken by the Consultants: 1). Task 1. Review of existing laws, regulations and policies for solid waste and plastic waste management, the practices in the solid waste sector in Cambodia, as well as institutional assessment, Task 2. Waste collection, transport and cleaning technical guidance and development of standard service contracts, Task 3. Waste treatment and disposal technical guidance and development of standard service contracts, Task 4: Propose the most appropriate combination of legal and regulatory instruments, Task 5: Changes to the existing legal and regulatory framework, Task 6: Draft legal and regulatory instruments (maximum of 5 draft laws/ regulations/policies (possible update of sub-decree 113 and 4 other draft laws, regulations or policies in line with Cambodia standard), Task 7: Provide further advisory support to MOE in the process of consultation and final draft legal and regulatory instruments, Task 8: Preparation of manuals and training, Task 9: Monitoring and information

The consultants will support the Ministry of Environment (i) review and draft legal and regulatory instruments to support the enhancement of waste collection in cities and districts, including staged introduction of source segregation, and improved solid waste management, including reduction of methane from waste; (ii) development of model solid waste service contracts for collection, transport, treatment and disposal; (iii) develop a plan and possible policies to increase financing for the solid waste sector (iv) develop an implementation plan for improved planning for solid waste management, specifically planning to support urban-rural integration with more rural districts using regional waste transfer, treatment and landfill facilities, and to support increased material recovery and recycling, and methane reduction from waste (v) support the development of a waste information system with development of data and reporting requirements.

T o evaluate and propose possible modifications to facilitate implementation and operationalization of the existing Sub-Decree No. 113 (2015) which aims to (a) strengthen responsibilities of line ministries, MSWM units, and other stakeholders; (b) delegate MSWM to municipal, city, and district administrations; and (c) determine necessary measures to improve efficiency and safety in SWM. In addition to the proposed possible modifications for Sub-Decree No 113The update of the legal and regulatory framework, along with strengthening of waste information and cost calculations of solid waste services and improved cost recovery from waste fees as well as public outreach-not under this TOR-, will establish the basis for future investments, objectives, activities and performance targets for waste service delivery and new waste facility development.

Bidder Eligibility

  • Consultants will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in accordance with the World Bank Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations for IPF Borrower – 4th Edition”). This assignment will be undertaken by qualified and experienced international and national consulting firms with experience in solid waste management, solid waste sector governance and environmental/solid waste legislation/regulations. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The following minimum qualifications are required for the Consulting Firm that should be specifically identified in the proposal for this assignment:
  • At least 7 years of relevant experience in the area of waste management and governance
  • At least 2 international assignments solid waste sector governance, policy/regulations drafting or legal/regulatory analysis in solid waste management, with at least one reference in the South-East Asia region
  • At least one reference in Cambodia in the solid waste/environment sector, such as legal and governance structure of solid waste management and environmental laws and regulations and solid waste management institutions.
  • At least one reference with solid waste management systems and specifically solid waste service contracts (planning, design and service contracts and key performance indicators for solid waste management, including collection, transport, treatment and disposal).
  • At least one reference with waste or water/wastewater data and data systems, including reporting and monitoring.
  • At least one reference with international financing organizations.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

Contract Award Condition: Only selected Firm is required to register their business legally in accordance with the Cambodia Law which is a part of the contract awarding procedures. This requirement is not applied for eligibility and evaluation criteria of proposals. Payment for services rendered shall be made exclusively to the registered bank accounts.
