Hagar International Foundation is a Swiss-registered international NGO, established in Cambodia since 1994. We are an organization primarily focused on specialist services for individuals who have survived extreme abuse. We work with individuals who have endured severe mental and/or physical trauma as a result of to human trafficking, domestic violence or sexual assault. Over the past two decades, Hagar has earned a reputation for working with the “toughest cases” such as the young children, adolescents, and those repeatedly abused. Increasingly Hagar is also developing research, leading advocacy and building the capacity of other organizations, to improve prevention and strengthen after-care services. With over 28 years of experience, HAGAR Cambodia has transformed into an internationally renowned leader in recovery services for survivors of human trafficking, slavery, gender based violence (GBV), and abuse.

Our Mission: For those affected by trauma and those who support them, Hagar is an expert in care and recovery. When healing happens, the cycle of trauma stops. We believe that with the right support and capabilities people can recover and take the lead in their own journey to wholeness.

Hagar unique approach is The Whole Journey. The Whole Journey approach is starting with a survivor, an individual who has experienced severe trauma as a result of human trafficking, slavery and abuse. From the moment a survivor enters our care, we employ Trauma-Informed Care principles to respond with care and compassion, assess their needs and provide individualized services to help them heal. Services include providing a safe place to live, counselling, family support, legal support, and education and economic empowerment support. We don’t have a set timeframe for how long we work with a survivor. We do whatever it takes, for as long as it takes to make sure they will not re-traumatized or re-victimized again.

Consultancy for Project Endline Evaluation

Objectives of the evaluation

By the mid of 2024, project is approaching an endline implementation. As part of the project management cycle, the endline evaluation will be conducted to:

  • To generate value for the EEP’s indicators in the logframe, and measuring changes cause by project implementation
  • To assess how well the project was designed and how it appropriately fits the local context and capacity of community, partners and stakeholders.
  • To access project progress towards project goals and outcomes, especially in term of improved mental, physical health, and family’s economic stability among project beneficiaries.
  • To determine the sustainability of project impact and results by assessing the level of community ownership and strength of partnership within the community.
  • To determine the lessons learnt of key successes and key challenges of the project intervention.

Scope of work

Consultant:

  • Develop inception report.
  • Conduct desk review on all relevant documents included policies, logical framework and project annual reports included the case studies during the project implementation.
  • Carry out data collect and interview.
  • Carry out data analysis and report writing.
  • Produce draft report in English to Hagar Cambodia
  • Present preliminary findings/draft report to Hagar Cambodia team
  • Develop final evaluation report in English, include short summary report (in both English and Khmer) and dataset for submitting to Hagar Cambodia.
  • Prepare and give presentation during the sharing meeting.

HAGAR International Foundation

  • Provide orientation to the consultant to help them understand the project.
  • Review action plan for the evaluation.
  • Review the evaluation methodologies and evaluation tools;
  • Provide any relevant documents to consultant for reviewing.
  • Provide endline reporting template to consultant.
  • Coordinate with local authorities, stakeholders and community people for the process of data collection.
  • Oversee the quality of deliverable produce by the consultant.
  • Review and approve on the final report.

Bidder Eligibility

  • Qualifications:
  • Impact Evaluation, research/assessment/study experience (at least 7 years).
  • Master’s degree in social science, development studies or other related field.
  • At least 5 years’ experience in designing and conducting research or evaluation with quantitative and qualitative methods.
  • Knowledge and skills in advance statistical data analysis
  • Knowledge and experience with social work, Gender, Human Trafficking, gender-based violence including domestic violence and sexual abuse.
  • Knowledge on child rights, child participations and child protections.
  • Knowledge on the current community development concepts under the alignment with the government’s strategy (NSDG and SDG) and also the working approaches with local authority.
  • Excellent in English language, especially in written report.

Submission Requirements

Reporting and Timeline:

The consultant will prepare a written report submit to Hagar Cambodia office. The first draft report in English is due to Hagar Cambodia office no later than 15 April 2024; and the Final report in English, including short summary report (in English and Khmer) and clean dataset will be submitted Hagar Cambodia no later than 01 May 2024.

  • Inception report setting out the impact evaluation approach (sampling framework, data collection strategy, and methodologies, data analysis framework, etc.), as well as the detail work plan for the endline evaluation study including timeline, data collection processes, and deliverable, and proposed budget.
