Announcement Description

PURPOSE OF THIS CONTRACT

The purpose of this consultancy services is to develop a web-based Monitoring and Evaluation (M&E) system for Rice Tech Cambodia project and Maintenance M&E System of FOSTER under Inclusive Green Economy (IGE) program.

Expected results are to develop a web-based Monitoring and Evaluation system for Rice Tech Cambodia, the project duration will span 45 days, starting from December 2023 and concluding in March 2024; and to provide maintenance services for the FOSTER M&E System for a duration of eight month in a web-based format from Jan-Aug 2024.

BACKGROUND AND CONTEXT

ABOUT THE PROGRAM:

Oxfam in Cambodia supports a portfolio of projects (National and Regional) under its Inclusive Green Economy (IGE) Program. Some of these projects are:

Capfish/FOSTER

The Capfish/Foster program is a three-and-a-half-year program funded by the European Union Delegation (EUD). The program focuses on improving the resilience, productivity, and socio-economic conditions of fishing communities as well as the ecological sustainability of the Tonle Sap Biosphere Reserve (TSBR) through community-centered interventions that improve access to safe water and sanitation through sustainable sanitation and water solutions like Handy Pods (HPod), Water Kiosk (WK)1 and eco-waste management services, enhanced education opportunity and quality for vulnerable and poor girls and boys with increased availability and accessibility to education to successfully transition through school and facilitate the development of sustainable alternative livelihoods. In addition, the Green Economy component of the program creates sustainable livelihoods and employment opportunities in three sub-sectors – eco- tourism, solar energy, and sustainable agriculture – through interventions that create income sources while reducing environmental pressures on the Tonle Sap Biosphere Reserve (TSBR).

SCOPE OF WORK

The role of the consultant will be to develop an M&E system for Rice Tech Cambodia Project and also to provide a maintenance service on the existing M&E system service for FOSTER project.

Specific tasks related to this scope of work include:

  • Attend an orientation briefing with Oxfam and partners.
  • Develop M&E system for RTC Project with simple database and forms in web base and manually.
  • Develop tracking indicators and forms for partners to record manually.
  • Prepare dashboards against required annual report by donor for Rice Tech Cambodia.
  • Provide training to project partners of Rice Tech on M&E both theory, practice and in web-based system for totally 4 days (2 days/session) physically or online as well as provide refresher training for 1 time.
  • Maintenance and fix existing web-based M&E FOSTER system and Rice Tech system according to the need from partners for one year till Aug 2024.

DELIVERABLES

Specific outputs and deliverables

The consultant is expected to deliver the following outputs:

  • Inception report, specifying conceptual framework, methodology, and workplan.
  • Set training date and methodology of training.
  • Develop key forms in web-based around 5-6 forms as needed.
  • Develop MEL manual in English that includes specific instructions of what to monitor (defined objectives indicators), how to collect data (a set of tools and procedures), data entering, processing and analysis and indicator definition.
  • The outline of this MEL manual guide may include following key components:
  1. Overall description of the system
  2. M&E matrix/form to address questions of what to measure, when, how and by whom
  3. M&E system management functions and responsibilities; data flow and quality assurance.
  • Excel-based Database with key functions to record, analyse data, and generate program related reports.

Bidder Eligibility

  • PROFILE REQUIREMENTS
  • The consultant(s) should have the following competencies:
  • Essential criteria
  • Experiences in Capacity Building on MEL System Development, and Applied Statistical Data Analysis for Research, Monitoring and Evaluation.
  • Commitment to equal opportunity and gender equality with demonstrated experience in integrating gender and diversity issues into program MEL system
  • Academic qualifications in one of the following disciplines: social sciences, economics, environment, rural development, agriculture, education, waste management
  • Be committed to and able to meet deadlines.
  • Strong analytical skills.
  • Good presentation skills.
  • Excellent English
  • Previous Oxfam Experience with Oxfam’s ways of working and process is a plus.
  • Previous Oxfam Experience working with the IGE program is also a plus.
  • Desired criteria
  • The consultant must have proven experience at least 10 years in MEL work for NGO’s development programs, preferably including logframe development, community-based research, baseline assessment/survey
  • Experiences in MEL Framework and System development as well as result-based MEL systems and tools
