Announcement Description

The Coalition for Partnership in Democratic Development (CPDD) coordinates 111 NGO members across Cambodia, representing a diverse range of sectors, including democratic governance, human rights, climate resilience, education, and healthcare. CPDD plays a pivotal role in providing leadership, capacity-building, and strategic guidance to its members, fostering collaboration and knowledge sharing to enhance their impact.

The Global Environment Facility Small Grants Programme (GEF SGP), implemented by the United Nations Development Programme (UNDP), plays a pivotal role in advancing locally led environmental and climate actions in Cambodia. Through its inclusive grant-making approach, the programme empowers civil society organizations (CSOs), community-based organizations (CBOs), Indigenous Peoples (IPs), and marginalized groups to take part in addressing environmental degradation, climate vulnerability, and biodiversity loss. Central to the programme’s governance is the National Steering Committee (NSC), whose members provide oversight, strategic direction, and ensure that grant allocations align with national and global environmental priorities.

The CPDD is implementing the project name “Strengthening Governance and Capacity of Local NGOs and CBOs for Effective Climate Action (SGC-LC)”, funded by the Global Environment Facility (GEF) Small Grants Programme, CPDD and GHAI, from 01 June 2025 to 31 Oct 2025. The primary objective of this project is to enhance the institutional capacity of the Civil Society Organizations, including CPDD network members, the GEF Small Grant Program (SGP)’s grantees, and selected Community-Based Organizations (CBOs), to effectively design and manage environmental related projects, ensure transparency in resource management, and promote inclusive governance at the local level. Through targeted capacity-building activities, such as training sessions, management meetings, and knowledge-sharing events.

CONSULTANCY OBJECTIVE:

This consultancy work will be responsible to perform the project objective below:

  1. Conduct Organizational Capacity Assessment with 20 GEF SGP grantees to assess organizational capacity, identifying gaps and development needs using standardized assessment tools aligned with professional and governance practices.
  2. Develop Institutional Capacity Development Plan tailored to each organization, addressing the most critical needs for improving governance, project management, and financial oversight.
  3. Deliver one 3-day training session for 40 local NGOs and CBOs with at least 40% women, 5% indigenous peoples (IPs), and 5% people with disabilities (PWDs), covering project management, financial oversight, and M&E, with training content customized based on prior needs assessments and capacity development plans.
  4. Provide ongoing support through mentoring and coaching to NGOs and CBOs, ensuring they implement their development plans, manage environmental related projects, and promote good governance at the local level.

SCOPE OF WORK:

  • Develop Institutional/Organisational Capacity Development Plan tailored to each organization
  • Deliver one 3-day training session for 40 local NGO and CBO staff with at least 40% women, 5% indigenous peoples (IPs), and 5% people with disabilities (PWDs), covering project management, financial oversight, and M&E, with training content customized based on prior needs assessments and capacity development plans.
  • Provide online ongoing support through mentoring and coaching to NGOs and CBOs, ensuring they implement their development plans

Bidder Eligibility

  • CONSULTANT QUALIFICATIONS:
  • The recruitment of one credible independent person as local consultant based on the minimum qualifications and experience are as follows:
  • Graduate in master's degree in management development, climate change or organisational management and other;
  • At least 3 years of experience in Institutional/organizational capacity assessment, institutional/organizational capacity strengthening/development and grant management.
  • Sound experiences in training on project management, financial oversight, and monitoring and evaluation, and other training content customized based on prior needs assessments and capacity development plans;
  • Strong interpersonal communication, management, training, facilitation and problem-solving skills; willingness and commit to learn new things for self-development;
  • Knowledge and experience of the Climate Change, Local Governance, Gender Equality, Disability, Indigenous and Social Inclusion in democratic development or Climate Change will be an asset;
  • Good spoken and written communication skills in English, and
  • Excellent analytical and report writing skills.

Also, provide names, addresses and telephone numbers of clients who may be contacted for references in connection with the proposed contract - together with an indication of the relevance of the work done for those clients to the subject matter of this term of reference. The submission is no later than 5:00 PM on 15 June 2024.
