Purpose and Objectives of the Final Evaluation
Overall Purpose
The purpose of the Final Evaluation is to provide an independent, systematic, and evidence-based assessment of the CO-SAVED Programme’s overall performance at the end of implementation. The evaluation will assess the extent to which the programme has achieved its intended objectives and outcomes, generate accountability towards the European Union and other stakeholders, and extract lessons learned to inform future programming, policy dialogue, and scaling-up efforts.
The Final Evaluation will:
- Assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the CO-SAVED Programme in line with OECD-DAC evaluation criteria and EU requirements.
- Measure the extent to which expected results and outcomes have been achieved against the programme’s logframe, baseline, and mid-term review findings.
- Assess the programme’s contribution to:
- Improved inclusive and green local economic development;
- Enhanced access to quality education and WASH services;
- Strengthened livelihoods and resilience of coastal communities.
- Analyse cross-cutting issues, including gender equality, social inclusion, child protection, youth participation, environmental sustainability, and climate change.
- Examine the effectiveness of the consortium and partnership model, including coordination, governance, and engagement with local authorities, civil society, and the private sector.
- Identify good practices, innovations, challenges, and unintended effects (positive or negative).
- Provide practical, forward-looking recommendations for AEA, consortium partners, donors, and policymakers.
Eligibility
- Qualification and experience of the consultant(s)/firm
- The consultant(s) or firm must have qualifications as in the following:
- Team leaders should have a minimum Master’s Degree in social studies or any other developmental field with a minimum of 10 years’ experience in undertaking similar types of studies.
- Team members should have relevant experiences in their respective areas with 7 years of experience, including field-level data collection and qualitative research in similar types of studies.
- Strong capability and skills in conducting the field assessment activities with an agreed randomly selected KIIs, FGDs, and specific agreed structure qualitative questionnaires for KIIs, and FGDs in the target provinces, conduct the Data entry, Data cleaning, Data verification, and draft an analytical narrative report.
- Good track record of competency in managing, organizing, and interpreting quantitative and qualitative data and information.
- Comprehensive understanding of the MEAL, tools development, and drawing the information from the Medline data, and analytical report writing skills.
- Good track record on respecting child rights, human rights, women, and diversity during the research process.
- Effective in communicating with a wide range of stakeholders, including senior government officials, the European Union, and other donors, civil society, and local governments.
- Demonstrated excellent writing and communication skills in English and Khmer.
