LLCseeks a qualified consultant to consutlative and participatory conduct a comprehensive feasibility study and develop a detailed business plan for the establishment of an Innovation Center in North-eastern region, Cambodia. The Innovation Center aims to foster innovation, partnership, and economic development in the region, in the areas of agriculture, environment, biodiversity conservation, renewable energy, and community support, importantly linking the nature and the people. It is expected that the Innovation Center will boost poverty reduction sustainable environment in the region.
Objectives
The primary objectives of this consultancy are:
- To conduct a thorough feasibility study to assess the viability and potential impact and business opportunities of an Innovation Center.
- To develop a detailed business plan outlining the center's strategic direction, operational model, potential products or services, financial projections, and sustainability plan.
- To identify potential partnerships and collaborations with local and international stakeholders and clients.

Deliverables
The consultant is expected to deliver the following:
- A comprehensive feasibility study report, including market analysis, competitive analysis, infrastructure assessment, regulatory analysis, and financial analysis.
- A detailed business plan, including vision, mission, strategic goals, operational model, financial projections, and risk management plan.
- A presentation summarizing the key findings and recommendations of the feasibility study and business plan
Timeline
The consultant is expected to complete the assignment by 28 March 2025, subject to any necessary extensions.
Bidder Eligibility
- Qualifications and Experience
- The consultant should possess the following qualifications and experience:
- Advanced degree in business administration, economics, or a related field.
- Proven experience in and proven records of conducting feasibility studies and developing business plans.
- Strong understanding of the Cambodian business environment and economic development, particularly paying attending to start-up investment ecosystem, social enterprises and NGOs work.
- Knowledge of innovation and entrepreneurship ecosystems.
- Excellent analytical, problem-solving, and communication skills.
- Fluency in English and Khmer.
