Oxfam in Cambodia, which is part of the CLV cluster, we started working in Cambodia in 1979. We are working in partnership with other NGOs, private sectors, the Royal Government of Cambodia, and other development agencies to help the Cambodian people help themselves overcome poverty and suffering. Oxfam in Cambodia has 3 country programs including Voice for Change Program (V4C), Natural Resource Governance Program (NRG) and Inclusive Green Economy and Finance Program (IGEF).

The IGEF team focuses on private sector development, climate change and Women’s Economy Empowerment to reduce poverty, environmental impact and climate justice.

Consultancy For EU-Capfish/Foster Project M&E Development

JOB PURPOSE

  • Adjust current log frame,
  • Develop Project baseline and mid-line report
  • Development of Monitoring, Evaluation, and Learning (MEL) System
  • M&E training to partners for EU-CAPFISH/FOSTER Program

The overall objective is 1) to adjust the current log frame, 2) conduct baseline study 2) conduct mid-line study, 3) establish MEL system 4) Create a MEL manual for the EU-CapFish/Foster Program as well as provide 2 days training to partners and Oxfam team.

Specific Objectives are as follows:

  1. To adjust current log frame of the program with EU standard
  2. To develop baseline report against key indicators of the overall objective (OB), specific objective (SO), outcomes (OC) of the adjusted logframe, and output level
  3. To conduct mid-line study based on adjusted logframe
  4. To establish and improve MEL system for Oxfam and partners to be on the same page
  5. To develop MEL manual and provide 2 days training on MEL System

Support provided

Oxfam and partners will provide support and facilitation with local authorities, technical line department of government to ensure smooth collaboration with consultant to make sure work has been done.

Moreover, Oxfam and partners will also provide key relevant documents such as existing logframe, MEAL framework, narrative project report, child friendly school and school WASH assessments, eco-tourism inventory and livelihood study as well as other documents as needed.

SCHEDULE, BUDGET, TIMELINE AND DELIVERABLES

The consultancy is expected to be completed within three months for 50 (fifty) working days from the signing date of the consultancy contract. The consultants will be expected to provide a detailed study schedule against the following milestones:

  • Inception report:
  • Approved Logframe:
  • Draft baseline report and present preliminary findings:
  • Final baseline report:
  • Final consolidated report in consultation with Oxfam and partners:
  • Final MEL manual and provide 2 days training to Oxfam and partners on MEL system

  • Examples of prior similar work (with links or attachment to the publication);
  • Detailed technical proposal explaining methodology, scope of work and timeline.
  • The financial proposal shall specify a total in Net Fee amount in US Dollars including consultancy fees and all associated costs i.e. travel cost, meal, accommodation…etc. (the consultancy fee should be mentioned in net fee and Oxfam will cover the tax on consultancy service. (If it is a consulting firm with VAT certificate, then please propose net fee + VAT)
