With the support from German Cooperation through GIZ, the Foundation has implemented the Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs (3RproMar) project in Kratie, Cambodia. As part of this initiative, the Foundation in partnership with the Cambodian Rural Development Team (CRDT) has closely engaged with the Kratie Municipality Administration, and other relevant stakeholders in launching the Behavior Change Communication Campaign with the slogan “No More Waste…It Starts with You! in five Sangkats of the municipality. The campaign aims to shift the citizen’s perception and behavior on consumption and waste disposal practices. The campaign is focused on three different approaches including social media posts, reading activities in the libraries using a comic book, and clean-up events.

Consultancy for Behavior Change Communication Campaign Assessment

Position Summary

Purpose of this assignment

The purpose of this assessment is to assess and evaluate the impact of the behavior change campaign roll-out activities and examine issues and significant challenges for the campaign. This assessment will also evaluate the stakeholder’s performance and identify areas for improvement and potential approaches and entry points for future behavior change communication campaigns in waste management using the existing communication materials.

Timeframe and Location

The consultancy is expected to be part-time and will start from July to August 2024. The specific breakdown of the days and timeline will be finalized with the consultant during the onboarding phase.

Expectations - Duties, Responsibilities
  • The consultant will work closely with the 3RproMar team and undertake the following tasks:
  • Develop the assessment methods and tools in consultation with the 3RproMar team, considering the implemented outreach approaches, the implementation plan, and the performance of the implementors
  • Conduct the literature review necessary for the assessment
  • Collaborate with local stakeholders and community members for data collection
  • Conduct the assessment using the methods and tools approved by the 3Rpro-Mar team
  • Analyzing findings from field assessment with a focus on the impact of the campaign, issues, and challenges, and the performance of the campaign implementors
  • Prepare the assessment report that covers findings and analysis, including providing recommendations on areas for improvement, potential approaches, and entry points for future behavior change communication campaigns and other similar initiatives by leveraging the existing communication materials and available resources as well as stakeholders’ commitment and participation
  • Present the findings to the 3RproMar team
  • Participate and provide input during the meetings with the 3RproMar team when required
Requirements - Skills, Qualifications, Experience
  • Master’s degree in environment, specifically in waste management or a related subject
  • At least 7 years of experience in project implementation and impact assessment and/or monitoring and evaluation
  • Proven experience working in the environmental fields, preferably solid waste management and behavior change communication
  • Proven experience designing education and outreach strategies including approaches, tools, materials, training modules, and social media as well as M&E
  • Proven experiences in research especially in the field of outreach, awareness raising, education, and behavior change
  • Proven experience in working with local and internal organizations, government institutions, and local communities
  • Knowledge of solid waste management and behavior change
  • Strong analytical skills (qualitative and quantitative)
  • Excellent writing and reporting skills
  • Ability to interact with government officials and local communities
  • Teamwork experience in a multicultural context
  • Excellent written and oral communication skills in both Khmer and in English
