Consultancy for Aquaculture support Investment Programme

Position Summary

Location: Phnom Penh and selected provinces in Cambodia 

Duration: 20 days

SNV in collaboration with DeHeus feed company seeks an experienced consultant to formulate a comprehensive producer support & investment programme in the aquaculture sector. With fish being the primary protein source for most Cambodians, the sector faces critical challenges including overfishing, climate impacts, and limited producer capacity. This presents significant opportunities for sustainable aquaculture and feed supply development. The aquaculture sector is however facing serious barriers including lack of skills, knowledge and capacities in pest and feed management, unreliable quality of supply of fingerlings, and lack of financing options.

Deliverables

  • Report consisting of analysis, investment/financing proposal, and formulated project design.
Expectations - Duties, Responsibilities
  • Scope of Work
  • Formulate and cost an investment programme focusing on three key intervention areas:
  • Technical support to Upgrade breeding and hatchery facilities
  • Capacity Building: Develop training materials and build producer capabilities in commercial aquaculture practices
  • Financial Linkages: Create connections between producers and financial institutions through medium/large-scale aquaculture operators
  • Key Activities
  • Collaborate with DeHeus feed company to understand objectives, interventions and scope
  • Conduct key informant interviews for cost analysis and financing options and develop an investment proposal
  • Formulate a project document with programme activities, outcomes, and risk assessment
Requirements - Skills, Qualifications, Experience
  • Essential:
  • Proven experience designing support and investment programmes in commercial aquaculture
  • Strong interviewing and analytical writing skills (Khmer and English)
  • Ability to work collaboratively with private sector partners
  • Preferred:
  • Climate finance experience
