Community Protected Area Network Officer
RECOFTC is inviting candidates to apply for the position of Community Protected Area Network Officer. The successful applicant will be based in Phnom Penh, Cambodia. The contract duration is for 22 months. The position is for Cambodian nationals only.
The Community Protected Area Network Officer, Strengthening Cambodia’s Community Protected Area networks for smallholders and local communities, RECOFTC Cambodia.
- The Officer is a member of the RECOFTC Cambodia team and reports to the RECOFTC Cambodia Director. They works closely with the RECOFTC Cambodia team.
- The Officer is responsible to implement project activities as set out in the project work plan and to coordinate with Cambodia's Department of Community and Livelihood of the General Department of Local Community of the Ministry of Environment, the Community Protected Area Network, the Community Protected Area Women’s Network, the Community Forestry Network and the Community Fisheries Network in target provinces.
- Review and update the project work plan in consultation with the RECOFTC Cambodia team, prepare budget requests for the implementation of field activities, perform expenditure checks and clearance
- Coordinate with focal person from the Department of Communities and Livelihood of the General Department of Local Communities at the Ministry of Environment to identify success field practices in community protected areas for documentation and dissemination with the networks
- Work with the Community Protected Area Network and the Women’s Network to share successful practices from the field
- Share best practices with policy-makers and news media to improve visibility and conduct field trips to see innovations in action
- Liaise and coordinate with stakeholders to organize workshops and meetings for multi-stakeholders
- Work with the Community Forestry Network and the Community Fisheries Network to increase sharing and networking across thematic areas involving smallholder groups
- Act as a resource person and facilitator for capacity development on community protected area networks and related topics
- Monitor project activities, inputs and outputs
- Check expenditure reports against planned budgets to ensure expenses are accurate and transparent
- Collect, develop, adapt, document, translate and disseminate training and extension materials
- Plan, facilitate and support communication and networking among provincial project teams and with the RECOFTC Cambodia team
- Coordinate, confer, and share project lessons and experiences with stakeholders and networks
- Support the preparation of quarterly and annual reports
- Perform other tasks as assigned by the RECOFTC Cambodia Director
- Essential
- Minimum five years’ working experience in community-based natural resource management
- Experience in planning, budgeting, implementation, monitoring, reporting, coordination, networking, facilitation, training and development of extension materials
- Strong facilitation skills and experience applying participatory methods with rural communities
- Commitment to empowerment of rural communities including youth, women, people living in poverty and other marginalized groups
- Ability to solve problems quickly and efficiently
- Ability to write in a clear and concise manner and to communicate effectively
- Good written and spoken Khmer and English
- Practical knowledge of Microsoft Office applications
- Willingness to travel regularly within the target provinces, including overnight stays in villages.

- Bachelor's degree in forestry, natural resource management or related fields with a specialization in environmental or rural development
- Experience with land and forest legislation and regulations in Cambodia
- Knowledge and practical experience in implementing community forestry guidelines
- Knowledge and experience in mapping using global positioning system and geographic information systems
- Able to work independently with minimum supervision
- Experience working with rural communities in partnership with the Forestry Administration, non-governmental organizations and local authorities
