Action for Development Organization (AFD) is a local, independent non-governmental organization established on February 23, 2004, and officially registered with the Ministry of Interior under Prakas No. 553 on May 3, 2006. Free from any religious, political, or individual ideology, AFD works across several provinces including Kampong Thom, Preah Vihear, Kampong Cham, and Siem Reap. Its programs focus on natural resource management and climate change, disaster risk reduction and humanitarian response, social protection, agricultural development and value chain promotion, as well as the empowerment of women and youth leadership.

Through its initiatives, AFD strengthens the capacity of communities, vulnerable groups, young women entrepreneurs, women with disabilities, and youth by equipping them with the skills and knowledge necessary to improve their livelihoods and resilience. The organization collaborates closely with government departments, local authorities, communities, and donors to formalize and support community-based organizations (CBOs). These include community forests, protected areas, fisheries, indigenous people’s groups, eco-tourism initiatives, agricultural cooperatives, and producer groups, all of which contribute to sustainable development and inclusive growth.

Based on urgent needs, AFD is seeking to fill three positions under the AFD program and the CHANTI EU project as listed below.

Announcement Positions

Communication and Compliance Officer

Position Circumstances

Position Summary
Duties & Responsibilities:
  • Tool Development and/or Info graphic design:
  • Design infographics and IEC materials to promote projects and branding via Facebook, YouTube, and AFD’s website.
  • Create charts and visuals to communicate project results.
  • Manage social media and website content.
  • Design promotional materials for events, workshops, and community outreach.
  • Review and design report templates in collaboration with the Head of Programs.
  • Reporting, Branding & Visibility of AFD
  • Develop engaging content showcasing project activities and impacts.
  • Ensure consistent application of AFD’s branding guidelines.
  • Support staff in producing quarterly and annual donor reports.
  • Participate in monthly staff, board, MT, and annual reflection meetings.
  • Assist in designing and reviewing report templates with program leadership.
  • Communication & Outreach
  • Train staff on capturing quality activity photos.
  • Regularly update AFD’s social media channels (Facebook, YouTube, Instagram, website).
  • Support communication with donors and partners when required.
  • Documentation
  • Develop communication strategies.
  • Produce case studies and success stories of beneficiaries.
  • Create videos highlighting stories of change.
  • Policies, Compliance & Community Accountability
  • Ensure projects follow internal policies, legal regulations, and community compliance standards.
  • Monitor donor and community compliance requirements.
  • Review documents and procedures for accuracy and transparency.
  • Support internal audits, risk management, and community accountability processes.
  • Train staff and community representatives on compliance guidelines.
  • Assist with M&E data management and tracking.
Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in Communications, IT, Public Relations, Marketing or a related field
Work History:
  • At least of experience in communications, media relations or public information for 2 to 3 years
Skills & Knowledge:
General & Technical Skills
  • Experience working with NGOs with data management, compliance and COMMs or related.
  • Graphic design or media skills.
  • Public relations and storytelling.

Green Community Officer

Position Circumstances

  • Salary: $350 - $450
Position Summary
Duties & Responsibilities:
  • Lead technical support for Natural Resource Management (NRM) under AFD projects.
  • Facilitate and strengthen CF (Community Forests), CPA (Community Protected Areas), CFi (Community Fisheries), CIP ( Community Indigenous People) in Preah Vihear provinces.
  • Reactivate and build capacity of community-based NRM groups.
  • Coordinate and collaborate with technical experts, project staff, partners, donors, and government agencies on CF/CPA/CIP/CFi issues.
  • Monitor and evaluate performance and impact of CF/CPA/CIP/CFi activities, documenting lessons learned and evidence-based results.
  • Expand NRM/IP networks at local, subnational, national, and international levels.
  • Support legalization processes including establishment, agreements, management plans, and monitoring frameworks.
  • Mobilize resources and engage stakeholders to strengthen CF/CPA/CIP/CFi management plans.
  • Provide training and monitoring on environmental and social safeguards for CF/CPA/CIP/CFi communities.
Expected Profile of Candidates
Languages:
  • English - Fluent
Qualifications:
  • Postgraduate Degree in Environmental Science, Natural Resource Management, or related fields.
Work History:
  • Relevant experience in the NRM sector, preferably with NGOs for 3 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong knowledge of NRM concepts, principles, frameworks, tools, and best practices.
  • Fluency in English, with an additional regional language preferred.
  • Proven experience in providing technical guidance and support on NRM issues to partners and staff.
  • Strong communication skills in English and proficiency in computer use.
Soft Skills
  • Ability to work independently and collaboratively in a multicultural environment.
  • Willingness to travel frequently to field locations.
 
 

Cashew Nuts Specialist

Position Circumstances

Position Summary
Duties & Responsibilities:
  • Provide technical leadership in cashew nut production, processing, and value chain development.
  • Support farmers and cooperatives in adopting improved cultivation practices, pest and disease management, and climate‑resilient techniques in Agroecology.
  • Facilitate training and capacity building for cashew growers, producer groups, and local communities.
  • Strengthen linkages between farmers, cooperatives, processors, and markets to enhance income opportunities.
  • Promote quality standards, post‑harvest handling, and processing methods to increase competitiveness.
  • Collaborate with project staff, government agencies, private sector, and donors to advance cashew sector development.
  • Monitor and evaluate cashew production activities, documenting lessons learned and success stories.
  • Support resource mobilization and partnerships for cashew value chain initiatives.
Expected Profile of Candidates
Languages:
  • English - Fluent
  • Khmer is preferred
Qualifications:
  • Postgraduate Degree in Agriculture, Agronomy, Agro‑industry, or related fields.
Work History:
  • Experience in cashew nut production, processing, or value chain development, preferably with NGOs or agricultural projects for 3 to 5 years as a minimum
Skills & Knowledge:
General & Technical Skills
  • Strong technical knowledge of cashew cultivation, pest/disease management, post‑harvest handling, and processing.
  • Experience in farmer training, cooperative strengthening, and market linkage facilitation.
  • Fluency in English; knowledge of Khmer or another regional language is an advantage.
  • Strong communication, facilitation, and reporting skills, with proficiency in computer use.
  • Proven ability to provide technical guidance and support to farmers and cooperatives
Soft Skills
  • Ability to work independently and collaboratively with diverse stakeholders in a multicultural environment.
  • Willingness to travel frequently to field locations.
