Co-funding Coordinator (1 Position)
The Co-Funding Coordinator’s main responsibility is to ensure the HCC’s kindergarten sustainable goal is achieved in accordance with the HCC Road Map, particularly to ensure co-funding for school sustainability, ensure the achievement of the food program, and other co-funding for preschool physical maintenance.
The position holder will work under the direct supervision of the project manager of KrY. The Co-Funding Coordinator is required to travel very often across the target provinces to ensure that the co-funding target in each HCC school is met.
- Conduct necessary meetings with parents and local stakeholders in order to ensure the sustainability of the activities mentioned in the HCC’s roadmap.
- Troubleshoot issues related to co-funding efforts.
- Consolidate the co-funding report collected by the project officers on a monthly basis and activate the attendance improvement activities on time.
- Work closely with the commune council to advocate for the timely and consistent payment of the cook’s salary, helping to ensure financial sustainability for the role.
- Ensure the breakfast program meets nutritional standards and provides healthy meal options for kindergarten students.
- Organize and facilitate regular meetings with parents to discuss the program, gather feedback, and encourage their contributions.
- Maintain detailed records of income and expenses, ensuring that all documentation is accurate and up-to-date.
- Carry out regular audits of receipts and financial records to ensure transparency and prevent all forms of corruption.
- Manage the inventory of utensils of each target school and provide a timely solution to any related issues.
- Conduct school visits to ensure that school facilities are cleaned and well-maintained according to HCC maintenance standards ( including toilets, classrooms, handwashing stations, dining area, etc.)
- Conduct necessary meetings and trainings to teachers, school leadership, and parents to improve and solve any issues related to hygiene and physical facilities maintenance.
- Manage the inventory of hygiene materials and furniture (toothbrushes, toothpaste, cups, handsoaps, cleaning materials, chairs, tables, whiteboards, etc.) of each target school and provide timely solutions to any related issues.
- Collaborate with the M&E Coordinator to prepare the monitoring tools for the project officers to implement.
- Conduct school visits to ensure that co-financing of the important HCC’s activities (HCC’s Road map) is well implemented by the school and communities according to the school-based budget plan, and provide constructive feedback to the project officers.
- Consolidate the school attendance report collected by coaches on a weekly basis and activate the attendance improvement activities on time (home visits) to be conducted by the project officers.
- Conduct annual staff performance appraisal to review and update job descriptions of project officers.
- Participate in recruiting project officers.
- Other tasks as assigned by the project manager.
- At least a bachelor's degree related to Community Development, Administration, Management, and other related fields.
- At least three years of experience working with NGOs, especially in community mobilization and advocacy.
- Demonstrated ability to plan, implement, manage, monitor, and evaluate project activities and expenditure.
- Demonstrated ability to liaise and negotiate with government and social partners at sub-national levels.
- Ability to supervise and coach staff to perform the tasks with quality.
- Ability to get work done with minimal supervision and in a timely manner.
- Excellent communication skills in Khmer and preferably in English.
- Be proactive, critical thinking, creative, take the initiative, have sound judgment, be hardworking, and enthusiastic.
- Strictly adhere to KrY’s child protection policy.
Project Officer (1 Position)
Project Officer based at Strengthening Province for 1 position
The Project Officer’s main responsibility to ensure that the HCC’s kindergarten sustainable goal is achieved in accordance with HCC Road Map.
The position will handle for all related administration and logistic support, maintaining physical facilities, level of good hygiene, and good school management through mobilizing the community for co-funding of school breakfast, co-financing of building infrastructure of school management, cook, and commune councils, monitoring of school attendance, breakfast and milk management of HCC’s kindergarten.
The position will be based at any of zone’s office and it is required to travel frequently to the target kindergartens to ensure that all related supportive school operation is functioned and responsive.
- The project officer is under direct supervision by the Co-funding Coordinator of the Happy Cambodian Children (HCC) project. The project officers will work closely with the project manager, M&E coordinator, technical coordinators, admin and finance officer, and other project staff to support the project implementation to reach the HCC goal.
- Work with school management to ensure the kindergarten landscape and playground are developed in the child-friendly environment and well-maintained.
- Assist the school management and teachers to initiate the kindergarten development plan to integrate into the school development plan
- Support and train the school management, teachers, and care- taker to manage and maintain facilities and materials in a proper way.
- Monitor the practices of hygienic activities (hand-washing and toothbrushing)
- Ensure adequate supplies such as hand-washing liquid, toothbrushes and toothpastes, and other cleaning materials
- Ensure access of safe and clean drinking water plus water for other consumption
- Train school management and teachers related to good hygiene
- Monitor school attendance with kindergarten teacher.
- Collect long absent kids from coach, solving the issued and report to co-funding coordinator.
- Works with co-funding coordinator to coordinate the problem-solving to improve attendance issue.
- Monitor the management of breakfast and milk.
- Works with Co-funding coordinator, School director, Kindergarten teachers, SMC, Parent/guardian for collect co-funding for school breakfast and milk.
- Collect school breakfast expense report for the co-funding coordinator/PM.
- Detect irregularity, malpractice, and corruption related to breakfast expenses in accordance with operational guideline.
- Train cooks on breakfast preparation and management
- Participate in commune investment planning (CIP) to ensure that the respective communes allocate the budget to support the cook’s renumeration.
- Assist the school to mobilize the resources to co-finance with HCC’s program according to the road map.
- Provide liaison or coordination support when there is a school visit
- Collect relevant information of schools, communities, target groups, and key stakeholders for the co-funding coordinator and project manager.
- Manage to send-off, drop, and collect and circulate all administrative letters and documents to the concerned governments and within KrY.
- Ensure all provided materials are delivered to the kindergartens in timely, well-managed and maintained.
- Assist the co-funding coordinator/project manager to propose the budget, procure, and settle the expenses for related administrative, office and other operational expenses.
- Participate in bi-weekly meetings with co-funding coordinator /project manager and other project officers
- Assist the co-funding coordinator to participate in network meetings with key stakeholders when assigned or nominated.
- Other tasks may be asked to perform additionally when needed.
- At least a bachelor degree or equivalence preferably in the field of
- Education, Rural Development, Social Work, Project Management, and/ Administration…etc.
- With three-year working experience with NGOs or governments in social development, child protection, education and related health or nutrition issues…etc.
- Demonstrated ability to plan, implement, monitor, and report of the activities
- Be interested in working and traveling in the rural communities
- Demonstrated ability to liaise and negotiate with government and social partners at local level.
- Sound of ability in using the MS Offices (Word, Excel, PowerPoint)
- Sound of ability in using internet, e-mail, and other social media outline.
