Summary

Role Purpose

The consultant will provide technical leadership to strengthen environmental, climate change, and climate resilience education for Grades 4–6 under the BRACE programme.

The assignment will ensure that teachers have practical, curriculum-aligned resources and the capacity to deliver effective teaching and learning activities on climate resilience. It will therefore combine development of the Teacher Support Material on Climate Resilience Education, adaptation and delivery of training for trainers and teachers, and technical support for the effective use of Green Generation and other relevant climate-related materials at school level.

The consultant will:

  1. Develop a practical Teacher Support Material on Climate Resilience Education for Grades 4–6, aligned with existing Grade 4–6 textbooks and guiding teachers to deliver lessons during regular subject periods and complementary activities through learning child clubs and Flexible Thursday Sessions.
  2. Lead the adaptation and delivery of training for National Master Trainers, trainers, school principals, and Grade 4–6 teachers on how to effectively use and deliver teaching and learning activities using the existing Green Generation Environmental Education Materials and other relevant climate-related materials. This will include technical support and quality assurance for implementation, including guidance on the integration and effective use of the materials in classroom lessons and complementary school activities.

The consultancy period: Phase 1 will run for approximately four months, tentatively from mid-October 2026 to mid-February 2027. The overall assignment is presented in two phases.

Phase 2, tentatively from March to August 2027, is optional and may be awarded to the same consultant through a separate contract or written amendment, subject to satisfactory Phase 1 performance, programme need, available funding, mutual agreement and required approvals.

Eligibility

  • QUALIFICATIONS
  • Required
  • Advanced university degree in education, curriculum and instruction, environmental education, climate change, disaster risk reduction, science education, teacher education or a closely related field.
  • Demonstrated expertise in competency-based curriculum/material development and teacher professional development for primary education.
  • Strong knowledge of climate change education, climate resilience, environmental education, education for sustainable development and disaster risk reduction.
  • Excellent written and spoken Khmer and working proficiency in English. The consultant needs to communicate directly with Technical Working Group members, trainers and teachers, review English-language references, and produce high-quality Khmer materials.
  • Ability and willingness to travel to target provinces and work collaboratively with government, development partners, teacher educators, trainers and schools.
  • Preferred
  • Knowledge of national primary curriculum, Grade 4 to 6 textbooks, teacher education system and approval processes of Ministry of Education, Youth and Sport.
  • Experience working with departments of the Ministry of Education, Youth and Sport, teacher education institutions, development partners, or other relevant education-sector organisations.
  • Experience developing high-quality Khmer teacher education materials, translating relevant English technical content into Khmer, editing Khmer text and preparing clear illustration concepts and briefs for graphic designers.
  • Formal training or certification in curriculum development, adult learning, instructional design, climate change education, education for sustainable development or project management
  • EXPERIENCE AND SKILLS
  • Experience
  • At least 5 years of relevant professional experience in curriculum, teaching and learning materials, teacher education or continuing professional development, including at least 3 years leading comparable assignments.
  • Proven record of developing and field-testing teacher guides, modules or classroom resources for primary or basic education.
  • Experience designing and facilitating ToT and large-scale cascade or blended teacher training, including trainer assessment, coaching and quality assurance.
  • Experience integrating climate change and environmental content across different subject areas and applying inquiry-based, problem-based, project-based, and action-oriented pedagogies.
  • Experience coordinating multi-stakeholder technical processes, consolidating feedback and delivering high-quality outputs to deadline.
  • Skills and Competencies
  • Technical expertise: translates climate and environmental concepts into accurate, age-appropriate and practical learning experiences.
  • Instructional design: develops coherent learning outcomes, lesson sequences, assessments and facilitator materials for adult and child learners.
  • Facilitation and coaching: models participatory adult learning, practice teaching, observation and constructive feedback.
  • Analysis and quality assurance: synthesises evidence, identifies curriculum gaps, tests usability and manages revisions systematically.
  • Planning and coordination: manages parallel workstreams, stakeholders, risks, deadlines and deliverable dependencies.
  • Communication: produces clear, concise and well-structured technical documents and communicates effectively across cultures and institutions.
  • Inclusion and safeguarding: applies gender equality, disability inclusion, child participation, accessibility, safety and do-no-harm principles
