Location: Phnom Penh, Cambodia (with frequent travel to Kampong Cham)
Contract: : Full-time, 1-year contract (3-month probation period)
Start Date: 01 May 2026
Reporting to the Head of Program, the Clean Energy Program Manager will primarily ensure the effective and efficient management of assigned programs, delivering outputs with quality, on time, and within budget. The role will require strong collaboration with government, development partners, and local communities, and therefore requires substantial experience working with communities. The role will be supported by an established program team, consisting of a Program Coordinator and a Program Officer, with strategic oversight from the Head of Program.

- Program Management
- Manage the implementation of the Buddhism and Clean Energy program, ensuring it is delivered effectively and efficiently and achieves the intended impact.
- Guide the delivery of the Clean Energy Fellowship, ensuring program components and grants are managed effectively and efficiently.
- Support the delivery of Clean Energy Week, managing event planning and execution, (including budget management, partner and speaker engagement, logistics and registration) and reporting.
- Ensure all stated outputs and activities in the programs’ grant agreements are delivered on time and with high quality.
- Lead the procurement of consultants, from recruitment to the management of deliverables, ensuring quality delivery within the specified budget and timeframe.
- Collaborate with the Outreach and Communications team to ensure program communications are up to date and strategically aligned with organizational goals.
- Maintain excellent communication with all program partners and stakeholders to support program delivery.
- Supervise the Program Coordinator to ensure the effective and efficient delivery of programs, meeting the intended impacts.
- Represent EnergyLab Asia officially in public forums and events.
- Budget Management and Financial Reporting
- Collaborate with the Head of Program and Head of Operations to manage the program budget and any budget revisions/reallocations that are required.
- Support the preparation and review of financial reports to donors, ensuring that the reports meet donor requirements.
- Monitoring, Evaluation and Reporting
- Monitor and evaluate program outcomes to track progress and identify corrective actions toward achieving the intended impacts.
- Support the Head of Program with the preparation of donor reports, ensuring compliance with donor requirements and timelines.
- Supporting EnergyLab’s Strategic initiatives
- Identify new program funding opportunities.
- Support the development of new programs that align with organizational goals.
- Identify and build new partnerships with relevant stakeholders to maximise program impact and collaborate on new strategic initiatives.
- Khmer - Fluent
- English - Fluent
- Master's Degree in Education, Development Studies, Public Policy, Environmental Science, Sustainability, Engineering, or a related field
- Professional work experience in program coordination/management, clean energy transition, community development, or a related area for 4 years as a minimum
- A strong commitment to driving a fair and impactful energy transition in Cambodia.
- Experience in supervising and mentoring staff members
- Experience working with local communities in a relevant sector.
- Demonstrated ability to effectively build relationships and work collaboratively with diverse stakeholders, including government, private sector, and civil society.
- Strong organisational and project management skills, with the ability to juggle multiple tasks and meet deadlines.
- Excellent verbal and written communication skills in Khmer and English.
- Experience working with Buddhist institutions.
- A good understanding of the structure of Buddhism and its role in community development.
- Experience working in the renewable energy, education, or development sectors.
