Chief of Party for USAID Cambodia Employ

Position Summary

Position Summary:

Management & Training Corporation (MTC) is looking for Chief of Party (COP) candidates to lead the efficient and effective management of the anticipated USAID Cambodia Employ Activity, a five-year project designed to equip Cambodians with job skills tailored to sectors that are driving inclusive and sustainable growth and economic diversification, and that will allow them to compete for and thrive in the jobs of tomorrow.

The ideal candidate has a background in sustainable economic development and private sector engagement with excellent management skills. The COP will engage with businesses and industry leaders to support economic diversification and workforce development. A critical aspect of the position will be to forge robust partnerships between and among private sector businesses and training institutions to support workforce development and sustainable economic growth. Based in Phnom Penh, the COP will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. S/he will serve as the principal institutional liaison with USAID. S/he will manage staff and ensure the Activity achieves stated goal and results and meets reporting requirements, as well as ensure the quality, timeliness, and efficiency of all products and interventions generated.

Expectations - Duties, Responsibilities
  • Develop strategies to engage with businesses and industry leaders to support economic diversification and workforce development.
  • Identify and cultivate partnerships with key stakeholders in the private sector to align workforce skills with market demands, focusing on sustainability and innovation.
  • Collaborate with vocational educational institutions, technical schools, and universities to ensure curricula meet the evolving needs of the private sector, emphasizing sustainable practices and technologies.
  • Leverage funding opportunities to enhance workforce training programs.
  • Monitor, evaluate, and report on the effectiveness of private sector partnerships, ensuring alignment with project goals and sustainable impact.
  • Oversee the full management of the project, including technical planning and implementation, monitoring and evaluation, finance, administration, human resources, procurement, and logistics, ensuring compliance with USAID regulations and MTC policies.
  • Ensure compliance with USAID rules and regulations and MTC's policies across all areas.
  • Facilitate effective communication and coordination between project offices, USAID, and MTC.
  • Prepare all project reports and deliverables, and lead project reviews and strategic planning sessions.
  • Monitor, evaluate, and report on the effectiveness of private sector partnerships, ensuring alignment with project goals and sustainable impact.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree required; Master’s degree preferred but weight will be given to entire career experience.
  • A minimum of 10 years of experience in economic growth or education project management in international development projects, with a strong preference for COP or DCOP experience with USAID-funded projects.
  • Expertise in workforce development and/or private sector engagement is a plus.
  • Demonstrated knowledge of USAID regulations and compliance requirements preferred.
  • Proven ability to manage and lead teams in a multi-cultural environment.
  • Excellent organizational, analytical, and problem-solving skills.
  • Effective communication and interpersonal skills.
  • Successful track record of supervising, designing, managing, and implementing complex donor-funded technical assistance projects (with strong preference for past USAID-funded project management experience).
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives.
  • Experience working with private and public sector partners to leverage additional sources of funding to meet project objectives preferred.
  • Ability to provide written reporting in English for the project; proficiency in Khmer preferred.
  • Strong representational and organizational skills.
  • Ideally Cambodian national.
