THE OPPORTUNITY
The Chief of Party (CoP) role for the Scaling Up Refractive Error Services phase two (SURES II) project is accountable for the successful implementation and strategic oversight of the project. The project in the second phase of a project which takes a market shaping approach to scaling RE services across Cambodia implemented in partnership with a cross ministerial Steering Committee by The Fred Hollows Foundation with funding support from USAID, in support of ATscale. The CoP has responsibility for ensuring overall project success; that delivery occurs on time and on budget. The CoP will work with The Fred Hollows Foundation (FHF) Cambodia and FHF Technical Advisory teams and key stakeholders to review results and evidence; adjusting strategy, drive implementation approaches, budgets and resources prioritisation and manage the SURES team. The CoP will work with the Strategic Initiatives team as a key contributor to meetings and relationship management with donors and key stakeholders including USAID, UNOPS and ATscale, CHAI, government partners and other eye health NGOs. In addition, the CoP may also be accountable for strategic planning, design and operational support to the Cambodia country program, aligned to The Foundation’s strategic framework.
ABOUT YOU
The Chief of Party (CoP) role requires experience in strategic planning, operational delivery, and stakeholder engagement to lead high impact projects that drive meaningful change. The ideal candidate will have a proven track record of leading medium to large-scale projects, negotiating with government agencies, managing teams, and engaging in high-level strategic advocacy and stakeholder management.
- KEY RESPONSIBILITIES
- Oversight of the project to ensure technical rigor and efficient and effective delivery of the objectives, and effective communication with stakeholders.
- Development and maintenance of relationships with project partners including government partners, DFAT, CHAI, UNICEF, UNFPA, FIDR, RAHC, WHO Cambodia, etc.
- Advocacy to Cambodia government under leadership from the Country Manager.
- Key point of contact for USAID, ATscale and UNOPS.
- Engagement with other USAID projects in Cambodia.
- Management of SURES II Project Team.
- External representation on the project
- Development of USAID project reporting with support from team.
- Internal reporting on the project where required.
- Risk management including reporting.
- Budgeting and financial management of the project with support from team.
- Co-development of communications strategy and implementation relating to the project outcomes and impact.
- Contribution to the development of country strategic direction of The Foundation.
- Undertaking other responsibilities requested by the Country Manager and the management of The Foundation.
- Reporting:
- The CoP will report directly to the Country Manager (CM), Cambodia. The CM is responsible for successful implementation of SURES II project.
- The SURES II Project Team will report to the CoP.
- The CoP will work with the grants management team for the development of grant reports and financial acquittal.
- The CoP will have regular interactions with the FHF Technical Advisory team.
- The CoP will work with the Strategic Initiatives team on the donor engagement and management.
- WHAT YOU’LL NEED TO SUCCEED
- A Master’s degree in Public Health, International Development or related field.
- Excellent presentation skills and the capacity to convey information clearly to diverse audiences.
- Experience in negotiating and partnering with government agencies and other development partners.
- Working in sectors of social development, public health and rehabilitation; exposure to eye health related programs will be an added advantage.
- Experience with high-level representation, strategic advocacy, stakeholder management at senior levels of government, multi-lateral agencies and other partners.
- Exposure to management of projects funded by USAID, DFAT, other similar donors, or multilateral donors.
- Strong leadership skills, with the ability to lead a team and effectively influence senior stakeholders.
- Resource mobilisation and track record of securing significant funding for local programs.
- Strong financial acumen and capacity to develop and implement appropriate policies.
- Strong Project management skills and proven experience Exposure to eye health related programs.
- Excellent communication skills with ability to work effectively in cross-cultural environment with fluency in written and spoken English.
