About the Program

This research project is commissioned by the USAID Asia Counter Trafficking in Persons (CTIP) program, a seven-year (2016-2023) regional program that focuses on transnational and regional challenges to combat trafficking in persons. The program, implemented by Winrock International, aims to reduce the trafficking of persons in Asia through coordinated and consolidated action by governments, civil society, and businesses that will foster cross-border cooperation, develop opportunities for private-sector leadership, and improve the quality of data associated with human trafficking.

It is also commissioned by the USAID Cambodia CTIP, the five-year (2021-2026) activity promoting the empowerment of migrants and at-risk persons through innovative livelihood and skill-building opportunities. The activity also seeks to develop and build on partnerships with government agencies, private sector entities, and civil society organizations to prevent labor exploitation and human trafficking and to strengthen the provision of services to survivors of human trafficking while addressing the root causes of exploitation in key sectors.

Context

Labor Solutions, USAID Asia CTIP and USAID Cambodia CTIP, an Associate Award under USAID Asia CTIP, identified the need to extend the collaboration to continue the implementation of planned partnership activities to improve worker welfare, with a pivoted focus to supporting the use of WOVO, a separate mobile application developed by Labor Solutions with usage usually paid for by private sector brands and suppliers.

WOVO is designed for two-way communication between suppliers, including factory managers, and their workers to streamline engagement and facilitate a grievance response with the overall goal of improving the wellbeing of the workforce.

Scope of Work

Core functionalities of WOVO include:

  • Provide interactive e-learning modules to workers in their native language on topics including gender, rights at work and workplace health and safety, with courses designed by global subject matter experts and local partners
  • Channel for workers to surface feedback, including anonymous grievances, to supplier facilities
  • Integrated with a Worker Engagement Dashboard for suppliers to easily access actionable data from surveys, e-learning or grievance management features on WOVO

Objectives

The purpose of this research is to understand the effectiveness of the use of WOVO platform in supporting the reporting of workers’ grievances and interactive learning of manufacturing workers in Cambodia and if/how the functionality can be improved to scale the use of the tool to other sectors.

The total budget of the study will be approximately $20,000 USD. The study is anticipated to commence ASAP or July 29th latest, with a strict deadline for finalizing the report of October 14th, 2022.

The primary scope of this study will focus on the development of case studies on the use of digital tool “WOVO” in Cambodia’s manufacturing factories that are suppliers for international brands/textile companies to inform the action plan to enhancing worker engagement and welfare through the use of WOVO platform in Cambodia.

With this primary focus, the consultant will:

Conduct short survey and/or onsite Key Informant Interviews (KIIs) with stakeholders in factories such as factory workers, factory managers, HR managers, and companies/buyers using WOVO or other existing audit/grievance tool on usage experience to understand its effectiveness and identify improvement opportunities for the tool.

Application Information

A full proposal. Proposals must be 4 pages or less (excluding required attachments below). Please use the following outline:

Background. Describe the experience of each consultant/ researcher

Study focus. Present each of the following:

  • A short description of your understanding of the above research questions;
  • Methodology that will be used to answer the research question, including any aspects related to gender or marginalized groups;
  • Ethical guidelines to be followed, confidentiality and identity protection clause for participants must be included, and assurances of trauma informed data collection tools and methods;
  • Briefly indicate your engagement plan with workers and suppliers (e.g., prior information to the communities to maximize participation, focus group discussions with different groups to understand impacts to communities/vulnerable groups who may be disproportionately impacted, etc.)
