Established since 1948, ChildFund Korea has been working in South Korea to protect children's rights and help children suffering from poverty and disease, and started global programs to create a World where children are happy since 1997. ChildFund Korea has become a member of ChildFund Alliance since 2002. ChildFund Alliance is a network of 11 child-focused development and humanitarian organizations working in 70 countries around the world.

ChildFund Korea focuses on advocacy activities to protect the rights of all children, strengthen welfare programs based on children’s rights under the UN Convention on the Rights of Children, actively respond to social issues, humanitarian aids, and other critical issues for children such as Education, Public Health, WASH, Climate Change, and strive to ensure children’s rights.

ChildFund Korea’s Country Office in Cambodia was officially registered as a foreign non-governmental organization under the Ministry of Foreign Affairs and International Cooperation (MOFAIC) in July 2024. In March 2025, it entered into a partnership agreement with KOICA, in consortium with Wonders International, to implement a project titled DYNAMIC (Developing Youth and Nurturing Agri-preneurship for Market Impact and Community Growth). This project aims to alleviate rural poverty in Cambodia by promoting youth entrepreneurship in the agricultural sector.

Position Summary

Job description:

Position Context: Under the Quality Assurance Department, this position will play a critical role by communicating and supporting key partners in the planning and implementation of on/offline Entrepreneurship Education. It will also focus on strengthening the operational capacity of the key partner to fulfil their mission and ensuring project quality management. This position requires a strategic thinker with strong communication and leadership skills and a commitment to excellence in program management.

Job purpose: The Capacity Building Officer will play a pivotal role in strengthening the operational efficiency and long-term self-sustainability of the National Incubation Center of Cambodia (NICC). This role focuses on designing and implementing a capacity-building roadmap to support NICC’s mid- and long-term operational independence. The Officer will facilitate strategic collaboration with domestic and international partners, provide technical and administrative support for NICC’s core entrepreneurship education programs, and enhance organizational systems to ensure the effective delivery of project outcomes.

Expectations - Duties, Responsibilities
  • Planning and Management of On/Offline Entrepreneurship Education (30%):
  • Collaborate closely with key project implementers to coordinate and deliver the Entrepreneurship Trainings ensuring alignment with project goals
  • Oversee the successful implementation and completion of both online and offline entrepreneurship education programs by providing proactive facilitation and operational support.
  • Conduct perception surveys to assess the effectiveness and impact of the entrepreneurship trainings
  • Stakeholders Management (30%):
  • Enhance the organizational capacity of the National Incubation Center of Cambodia (NICC), aligned to with their mission to become self-sustaining.
  • Ensure that the equipment of NICC’s media lab is fully utilized and managed for the project, in collaboration with the Project Officer for Public Relations.
  • Project Quality Management (40%):
  • Assist in the stages of baseline, mid-term evaluation, endline evaluation, and project monitoring
  • Collaborate and maintain good communication with all stakeholders to facilitate collaboration between NICC and other stakeholders, and to track project progress in accordance with the project’s plans and timeframe.
  • Ensure that the project documents comply with the regulations and guidelines of KOICA.
Requirements - Skills, Qualifications, Experience
  • Requirement
  • Bachelor’s or master’s degree in business administration, economics, development studies, organizational management, or a related field.
  • Strong knowledge and experience in organizational management, governance, institution strengthening, and enterprise development.
  • Excellent interpersonal and cross-cultural communication skills with proven ability to work effectively with diverse stakeholders, including government officials and institutional partners.
  • Resilient, adaptable, and solutions-oriented mindset to perform in high-pressure and dynamic environments.
  • Sound knowledge of business planning, financial management, fundraising principles, and the Cambodian startup ecosystem, including SME support and entrepreneurship networks.
  • At least 3 years of professional experience in project management, capacity building, or business development, preferably within training institutes or incubators/accelerators.
  • Demonstrated skills in negotiation, conflict resolution, and facilitating multi-sector collaboration.
  • Experience in conducting needs assessments, curriculum development, and implementing training and mentorship programs.
  • Experience in conducting need assessment and curriculum development and implementing training programs.
  • Experience in monitoring, coaching and mentoring organizational management and facilitating networking engagement.
  • Qualifications and Competencies:
  • Proven ability to build and maintain effective relationships with diverse internal and external stakeholders including government, business sectors, and youth groups.
  • Proficiency in spoken and written English(Upper-intermediate level) and Khmer
  • Strong leadership and management skills with the ability to motivate and guide teams toward shared goals.
  • Excellent communication, interpersonal, and negotiation skills, with the ability to navigate complex organizational dynamics.
  • Demonstrated ability to produce high-quality reports and documentation.
  • Experience coordinating with institutional and strategic partners across multiple sectors.
  • Proven skills in organizing and executing public events such as press conferences, public lectures, or community outreach activities.
  • Analytical and critical thinking skills to address challenges and design innovative solutions.
  • Resilient, adaptable, and proactive mindset with a focus on problem-solving and continuous improvement.
  • High level of integrity, professionalism, and accountability in managing organizational resources.
  • Passion for supporting entrepreneurship, fostering innovation, and contributing to organizational growth.
