Capacity Building Coordinator
Job Station : Master Plan Secretariat Office
Term : Rolling 12 months contract with a probation period of 3 months.
The contract will be extendable based on satisfactory performance in the preceding contract assessment.
Background
The Capacity Building Coordinator will play a crucial role in the successful implementation of the Master Plan to Develop Preah Sihanouk Province into Multi-Purpose SEZ, through the identification, evaluation, and development of Capacity Building program for the implementing agencies, especially for SHV administrators and key provincial departments. The Coordinator is responsible for coordinating across various stakeholders, conducting in-depth need assessment, structuring training curriculum, and facilitating training.
- Develop capacity building program outlining key skills areas and ensure that plan is tailored to the specific requirements of provincial administration and key provincial department;
- Outline training curriculum based on the training needs identifies,
- Organize and facilitate workshops, training sessions, and other learning opportunities;
- Coordinate with internal and external stakeholders to ensure resources and expertise are available for capacity building activities;
- Seek potential training program oversea for core team on related topics;
- Monitor training satisfaction (via pre-test and post-test) and satisfaction of capacity building initiatives and make necessary adjustments to optimize outcomes; and
- Undertake other relevant tasks related to upgrading stakeholders’ capacity, but not limited to other tasks assigned by the management or Secretariat Director.
- A Bachelor’s Degree in Public Administration, Business Administration, Economics, or a related field.
- 2-3 years experience in designing and implementing capacity-building or relevant programs;
- Strong understanding of training and coordination;
- Proficiency in Khmer and English; Chinese is a plus;
- Strong communication facilitation, and coordination skills with the ability to work effectively in a team environment.
Pilot Zone Coordinator

Background
The Pilot Zone Coordinator will play a crucial role in the successful implementation of the Master Plan to Develop Preah Sihanouk Province into Multi-Purpose SEZ, through the identification, evaluation, and development of pilot zone and targeted industries. The coordinator is responsible in coordinating across various stakeholders, conducting in-depth analysis, and ensuring the smooth progression of the project.
- Collaborate with government agencies, local authorities, and other relevant stakeholders to identify and evaluate potential zones for pilot and testing as well as targeted industries for Masterplan project;
- Conduct a comprehensive analysis of existing policies and regulations related to economic development, infrastructure, and investment in Masterplan project;
- Oversee the assessment of potential pilot zone sites, considering factors such as infrastructure availability, accessibility, environmental impact, and economic potential;
- Coordinate with technical experts and consultants to conduct feasibility studies and subsequently assess the investment viability of the plot to ensure its suitability for development and its potential to attract investors;
- Structure and negotiate investment deals to attract capital as well as liaise with private partners for development, construction, and operation of the pilot zone during the implementation stage;
- Identify potential risks and challenges associated with the selected pilot zone, and develop strategies for risk mitigation and provide recommendations to the Secretariat Director regarding risk mitigation measures;
- Maintain detailed records of all activities related to the pilot zone selection process, including meeting minutes, correspondence, and reports; and
- Undertake other relevant tasks as assigned by the management or Secretariat Director
- Master’s Degree in Urban Planning and Development, Public Policy, Economics, or relevant degrees;
- Minimum 3-5 years of relevant experience in policy coordination, urban planning, or related roles with focus on economic and infrastructure development; or related field;
- Experience conducting policy analysis, feasibility studies, risk assessment and ability to oversee infrastructure assessment and site evaluation;
- Adequate knowledge in industrial policy coordination, facilitation, and incentives;
- Excellent communication, analytical and problem-solving skill with the ability to work effectively in a team environment;
- Proficiency in Khmer and English; Chinese is a plus.
