Announcement Description

Finn Church Aid in Cambodia Office (CAMCO) and consortium members, Life With Dignity (LWD), Cambodian Institute for Research and Rural Development (CIRD) and Interchurch Organisation for Development (ICCO) have implemented the Cooperation for Women’s Economic Development (CWED) project since 2015.

CWED Phase I (2015-2017) and CWED Phase II (2018-2021) has strengthened the operational system and structure of Women Association Cooperative (WAC) governance boards; built WAC´s capacity to provide services to their members and provided the support to interact and dialogue with duty bearer on WAC´s issues for women´s socio-economic empowerment. The project has implemented its activities in the 17 Women Agricultural Cooperative (WACs) in 17 communes of Kampong Speu, Kampong Chhnang, Pursat, and Battambang provinces of Cambodia. The overall goal of CWED III is to enhance the living standard of women through economic empowerment, and entrepreneurship by strengthening the WACs position in markets. The outcome of the project is that Women associated with WACs have accessed improved sustainable livelihoods and their voice in livelihood development is strengthened.

According to the project’s thematic focus of CWED II is found to align with the needs and context of agriculture sector development that is now undergoing transition from subsistence to commercialization. Therefore, the CWED Phase III (2022-2023) has confirmed funding support from the back donor. CWED Phase III aim to enhance the living standard of women, continue to strengthen the capacity of WAC´s committee on leadership and management, especially financial management, market and business management in order to let them well functioning. The project will identify the potential value chain from different WACs to engage with potential buyers through business matching and contract farming. Moreover, the project will continue to advocate with duty bearers in sub-national and national level to support WACs.

Overview of the assignment

Project Name: Cooperation for Women’s Economic Development Project (CWED - Phase III)

Type of Assignment: Video Documentary on Story of Change for targeted beneficiaries

Duration of Assignment: 01 August - 06 October 2023

Scope of Work

  • Task 1: Conduct thorough discussion on knowledge, attitudes and practices of target group (Women’s Agriculture Cooperative, Producer Groups, Local Authorities) based on agreement with FCA’s staff. Carry out visit to Kampong Spue to understand about the targeted groups. Organize individual and/or joint meetings with FCA’s focal person and FCA’s implementing partners to understand the nature of project to support to Women’s Agriculture Cooperative (WAC) and communities.
  • Task 2: Prepare story board and script of video documentary to discuss and finalise with FCA’s focal person and FCA’s implementing partners.
  • Task3: Based on agreed story board and script (including subtitle in English/Khmer), produce the series of short success story videos on the Gender Role on Women’s Agriculture Cooperative (WAC) operation and community development:
  • Produce the first video with English/Khmer subtitle of women on the leadership and management, business plan and operation, bookkeeping and mobilize resources.
  • Produce the second video with English/Khmer subtitle on agricultural product development (chickens and vegetables) and quality improvement; market linkage and business operation that led by women.
  • Produce the third video with English/Khmer subtitle of the upgrading women’s role participation, solidarity and confidence (farmers to be WAC committee, farmer to commune council) through the impact of project implementation.

Submission Requirements

Payment Schedule

The following basis will be used to determine the consultant's fees:

  • First payment: 20% of the total amount due upon contract signing and submission of the work schedule.
  • Second payment: 30% when the consultant firm/individual incorporates FCA team feedback of the first draft video documentary, which responds to FCA's objectives.
  • Final payment: 50% due when submitting the complete list of all outputs in accordance with the schedule and videos that satisfy by FCA team.

Support provided by FCA

FCA will regularly communicate with the supplier/contractor and provide feedback and guidance and necessary support so to achieve objectives of the work, as well as remain aware of any upcoming issues related to the performance and quality of work. FCA will provide the contractors with:

  • Basic information on the projects (reports, process, FCA-branded pictures/Logos);
  • Branding and other FCA guidelines on videos;
  • Suggestions on the most suitable NGOs sites, and relevant contacts.

Copyright and Utilization Rights:

The copyright of all video materials produced (raw and edited) taken during the assignment will belong to FCA Cambodia Country Office (CAMCO). The videographers will obtain the relevant written consents for video usage from concerned people/authorities.
