PROJECT BACKGROUND

The SAMART project was launched in September 2022 in semi-urban relocation areas in northern Phnom Penh. Its objective is to improve public health in four vulnerable neighborhoods by supporting the development of a structured fecal sludge management sector.

One of the project's key components is the provision of hygienic and affordable latrine emptying services. To achieve this, the project has been working closely with five Emptying and Transport Operators (ETOs), strengthening their capacities and supporting their business development.

A series of training sessions have been conducted with the ETOs, covering a wide range of topics, from safe emptying practices and PPE to an introduction to marketing. The purpose of this ToR is to engage external experts to further develop the ETOs’ skills in entrepreneurship and digital marketing.

Call for Consultant to Conduct ETO Training

SCOPE OF WORK

An external consultant or a firm will conduct a one-day training (divided into two mornings) on entrepreneurship and digital marketing. The training is targeted to equip the ETO owners/staff with entrepreneurship skills, business mindset, innovative ideas as well as to provide them a practical advertisement capacity, especially digital and social media.

The goals of the training are that:

  • Participants will be able to position their business better, analyze the sector, set own goals.
  • Participants will improve their self-confidence and self-motivation to push for new initiatives for their businesses.
  • Participants will have better skills in management and customer relations.
  • Participants will be able to manage their own digital platforms (Facebook, Telegram) and use it to promote their business.
  • Participants will be able to produce their own content for digital advertisement (Simple poster, Photos, Caption writing, Boosting)

The consultancy will include:

  • Developing the curriculum of the training (50% entrepreneurship, 50% advertisement) in consultation with the project team.
  • Assessing the capacities and knowledge of the selected participants to determine the speed and depth of the training.
  • Developing and conducting Pre-test and Post-test.
  • Organizing and delivering a one-day training (divided into two mornings) on entrepreneurship and digital marketing.
  • Producing training report with photos.

LOCATION OF ASSIGNMENT

The training sessions will be conducting in Phnom Penh.

Bidder Eligibility

  • It is therefore required that the candidate(s) have the following background and experiences:
  • To be an expert in training about entrepreneurship and digital marketing with more than 5 years working experience in the related fields.
  • Some Knowledge of local sanitation sector context is a plus.
  • Proficient in Khmer to conduct the training language.
  • Have relevant training or teaching experience and references in training.
  • Ability to work in English (communications, summary report)
  • Possess creative and technical skills.
  • Able to blending creative teaching and facilitation skill to deliver training efficiently.
  • Able to adapt their communication to the audience’s level of understanding, using clear and accessible language. They should be able to simplify complex concepts and ensure effective knowledge transfer to ETOs.

Submission Requirements

The consultants interested by the present announcement will prepare a quotation for the services proposed. The quotation document will include a) the background, qualification and experiences of the consultant and their relevance to the terms of reference b) technical proposal (methodology, work plan) and c) the financial quotation including the consultancy fees (daily rate). Training venue, materials, and refreshment will be covered by the project.

The evaluation will be carried out on the basis of the Consultant’s financial Proposal excluding all taxes, duties and fees.

The evaluation or purchasing committee shall evaluate the technical proposals on the basis of their responsiveness to the Terms of Reference applying the following criteria:

  • Relevancy and quality of the proposed methodology, work plan and deliverables in responding to the ToR
  • Adequacy of the proposed working days and budget to the ToR’s description of services
  • Consultant’s background, qualifications and competence for the proposed services
  • Consultant’s relevant experiences in Cambodia and in the project’s field

Each responsive Proposal will be given a technical score and the minimum technical score required to pass will be 70 on a scale of 0 to 100. Weightings will be 70% for the technical proposal and 30% for the financial proposal.
