Who we are: Palladium is an international development consultancy with more than 50 years of experience and a presence in 90 countries and hub offices in Australia, Washington DC, Dubai, and London. We work with USAID, DFID and DFAT as well foundations and directly with private sector. Our work covers a range of technical areas, but focuses on economic development, trade promotion, governance, workforce development, and logistics.

Background: USAID/Cambodia is preparing to release a $15-20M, 5-year activity that that will “promote increased diversification within Cambodia’s agricultural sector through targeted private sector partnership that has the potential to create jobs and increase livelihoods for Cambodians, including linkages with U.S. companies in support of the Indo Pacific Strategy.” Palladium will prepare a proposal in response to USAID’s RFP.

Position Summary

The Consultancy support USAID/Cambodia Feed the Future Ag Partnership Hub

Objective: The objective of the consultancy is to provide strategic and technical inputs to Palladium’s capture activities in preparation for the release of the USAID/Cambodia Feed the Future Cambodia Ag Partnership Hub. It will provide Palladium with insight into the local competitive landscape, development context and constraints, and potential design of the activity, as well as inputs to design technical approaches and interventions to address them.

Expectations - Duties, Responsibilities
  • Activities: The consultant will support Palladium’s capture efforts in preparation for the release of the Cambodia Feed the Future Ag Partnership Hub Activity. Specific tasks will include, but may not be limited to:
  • Identify key stakeholders in the public and private sector and determine areas of collaboration on program implementation,
  • Collect and analyse information on the challenges and opportunities faced by large agribusinesses and SMEs in the agricultural sector, particularly related to agricultural diversification
  • Conduct research and data collection on select sectors and outline specific challenges, constraints and opportunities,
  • Collect current data and synthesize information from interviews and second-hand resources in each of the project’s major objectives and cross cutting themes identified by Palladium
  • Identify current initiatives and relevant programs supported by the Government of Cambodia (GoC) and other donors etc in the areas of agriculture, agricultural diversification, and food security, and identify key areas of collaboration and points of leverage,
  • Suggest specific interventions for consideration and further development,
  • Support recruitment efforts for target positions as outlined by Palladium

  • Summary report/ taxonomy of relevant stakeholders and area to coordinate with them (ie., associations, chambers, Ministries, etc.),
