Asset Creation (Entrepreneurship and Business Development) Manager (1 Position)

Position Summary

The Purpose of Position:

Under the overall guidance and supervision of the Senior Program Effectiveness Manager, the Asset Creation Manager will be part of the program effectiveness team responsible for contextualizing and aligning the Asset Creation pathway with the new FH program model, Resilience and Flourish through Systems Transformation (RFST), and line ministry standards. This role leads resource development, program design, representation, project/program management, monitoring, and staff training for the effective implementation of Asset Creation strategies and the rollout of its technical specializations. The specialist will conduct analyses to identify priority value chains and coordinate systemic interventions to promote these selected value chains along with the Agriculture Value Chain Specialist. Additionally, the Asset Creation Manager will spearhead entrepreneurship and business development activities within the framework of economic, environmental, and social inclusion for vulnerable groups.

Expectations - Duties, Responsibilities
  • Key Result#1: Technical Support and Leadership
  • Lead in the contextualizing and aligning the Asset Creation pathway with the new FH program model, Resilience and Flourish through Systems Transformation (RFST), and line ministry standards.
  • Provide leadership in the design, development, and implementation of activities related to entrepreneurship and business development activities within the framework of economic, environmental, and social inclusion for vulnerable groups.
  • Support capacity-building activities in business development skills, identifying the needs of farmer groups, agricultural cooperatives, and the private sector, and designing and delivering tailored training along with the Agriculture Value Chain Specialist.
  • Incorporate behavior change and adult learning methodologies into the Asset Creation pathway and model them in interactions with other staff.
  • Work collaboratively with other thematic managers/specialists to integrate Asset Creation into activities across other pathways and functions.
  • Incorporate an intersectional approach that recognizes how gender intersects with other social categories such as race, class, education, and ability. This approach acknowledges that individuals experience multiple forms of oppression and privilege simultaneously, and it helps uncover the interconnected systems that perpetuate inequalities.
  • Develop and review work plans, budgets, and procurement plans in collaboration with project staff and the program effectiveness team.
  • Develop and manage country research and learning initiatives in line with the Asset Creation pathway to flourishing.
  • Contribute to the review of the annual operation plan and Budget for CO and APs, review and update Asset Creation reports and report systems in coordination with the M&E and ensure timely submission.
  • Key Result #2: Strategic Partnerships Development
  • Contributes to organizational efforts to raise awareness and increase visibility of FH's work in agriculture value chain and entrepreneurship/business development.
  • Prepare concept notes and proposals for Asset Creation in coordination with relevant staff at the AP, national, regional, and Global Support Center (GSC)
  • Support the ongoing monitoring and analysis of new grant opportunities by researching donor websites, newspaper postings, and engaging with FH affiliate offices.
  • Identify and map key institutional actors, donors, and partners relevant to the Asset Creation pathway and related technical specializations.
  • Ensure regular communication with the supervisor and headquarters-based Technical Advisors for value chain and business development to integrate appropriate technical unit priorities and standards into program design.
  • Work closely with finance and AP staff to develop program activity budgets during proposal and concept note development.
  • Represent FH in national Technical Working Groups and other stakeholder platforms to ensure the visibility of FH work and foster a coordinated stakeholder approach.
  • Stay abreast of new research and innovations in Asset Creation and resilience, synthesizing and regularly communicating findings to country teams.
  • Prepare meeting minutes and communications for donor/partner meetings, and draft technical briefs relevant to the Asset Creation pathway to flourishing.
  • Support in drafting content for campaign messaging, fundraising appeals, articles, newsletters, social media, and website publications related to the Asset Creation pathway to flourishing.
  • Key Result #3: Capacity Development
  • Work closely with Senior Operations Lead and Area Program Managers to identify and set team and partner capacity building priorities, design and deliver tailored capacity building training workshops.
  • Provide technical training and support to all development facilitators to spearhead entrepreneurship and business development initiatives in the community for their adoption and practice.
  • Conduct TOTs for FH Staff at the AP level and provide backstopping to ensure standards and best practices are adhered to.
  • Key Result #4: Leadership, Culture and Talent Development
  • Lead and manage AVC Specialist ensuring clarity of strategy, plans and priorities, providing supervision, coaching and mentoring, encouraging effective teamwork and inclusiveness and building a team spirit through regular meetings and events.

  • Requirements:

  • Education Experience:
  • At least 5 years’ working experience working on programmed supporting agriculture and agribusiness among smallholder farmers and farmers groups.
  • Bachelor's degree or equivalent combination of education and experience in agricultural sciences, Agri business development, animal and livestock development, environment, natural resource management and energy, rural development, business administration and economics.
  • Master’s degree in agri-business development, Agricultural Economics, agricultural sciences, project management, environment, energy, or resilience is preferable.
  • Language:

Monitoring, Evaluation, Research & Learning (MERL) Manager (1 Position)

Position Summary

The Purpose of Position:

The MERL Manager leads the design, implementation, and oversight of the Country Office’s Monitoring, Evaluation, Research, and Learning (MERL) strategies. This role ensures acquisition of quality data, the use of robust evaluation frameworks, supports evidence-based programmatic decision-making by making insights from program data available, fosters a culture of continuous improvement through generating evidence for RFTS (Resilience and Flourishing through Systems Transformation) program model. The MERL Manager will work cross-functionally, co-leading in program design using systems thinking and human-centered design (HCD) approaches.

Expectations - Duties, Responsibilities
  • Key Result#1: Systems Mapping and Solution Design
  • Lead design and implementation of impactful programs, using data-driven insights for strategic decision-making.
  • Support the technical team in developing M&E and performance frameworks, including system theories, Performance Indicator Frameworks (PIFs), and comprehensive Monitoring & Evaluation (M&E) plans aligned with internal goals and donor requirements.
  • Apply systems thinking and human-centered design to create and refine systems maps and theories of change that capture interconnections within the program's environment.
  • Key Result #2: Strategic Leadership and Management of CO M&E System
  • Develop and implement a MERL strategy aligned with systems thinking and organizational priorities.
  • Provide leadership to ensure Country Office programs meet their goals and objectives.
  • Lead the Country Office in designing and implementing M&E systems for project performance monitoring and management.
  • Oversee MERL Plan implementation, results reporting, and adaptation, in collaboration with GSC and in-country leadership.

  • Oversee MERL plans, including baseline, midline, and endline assessments.
  • Ensure data integrity and reliability through Data Quality Assessments (DQA), performance reports, and real-time tracking using advanced tools and dashboards.

  • Support quarterly program reviews with the Country Director and Program Director.
  • Oversee the annual operating planning development and implementation, capturing program results, routine data reporting, and evaluations.

  • Design and manage research and impact evaluations to generate knowledge and lead the implementation of studies, with support from FH GSC MERL team.
  • Facilitate learning sessions and capture knowledge to support evidence-based programming.
  • Mentor and train staff in M&E methodologies and disseminate best practices.
  • Represent M&E activities in public and professional forums, building strategic relationships.
  • Lead program team reviews for data-driven learning and adaptation, using FH and Donor CLA approaches.
  • Develop partnerships with academic and research institutions to enhance research capacity.
  • Lead qualitative and quantitative research, including data collection, analysis, and interpretation using various tools and techniques.

  • Collaborate with line managers to identify M&E learning needs and develop performance goals.
  • Provide capacity-building support for program staff, partners, and stakeholders on MERL methodologies.
  • Develop and maintain a repository of MERL resources and establish platforms for knowledge sharing.
  • Integrate current MERL trends and innovations into the country program.
  • Facilitate project review processes to support learning, replication of best practices, and contribute to the global MERL Community of Practice.

  • Education Experience:
  • 8 years’ experience working in Monitoring & Evaluation of humanitarian and development programs preferred.
  • Non-profit ministry experience is a plus. Program leadership experience that includes risk and compliance management, financial, and opportunity development
  • University degree in Monitoring and Evaluation studies, social sciences, demography, development planning, mathematics, statistics, or similar field and;
  • Master’s degree/ Post graduate diploma in M&E, statistics and/or M&E Certification is an added advantage.

Education Specialist (1 Position)

Position Summary

The Purpose of Position:

Under the overall guidance and supervision of Productive Learning Manager, the Education Specialist will be part of the program effectiveness team responsible for contextualizing and aligning the Productive Learning pathway, particularly on the formal and non-formal education with the new FH program model, Resilience and Flourish through Systems Transformation (RFST), and line ministry standards. This role will provide leadership in implementing this new approach to learning through Formal and Non-formal Education (FNE) to improve learners’ knowledge and skills, preparing them to be resilient and productive members of society. The Ed Specialist will explore the different arrays of educational settings and experiences beyond the traditional classroom and will leverage the surrounding environment, nature, social and cultural principles, relationships, and institutions, among other formal and informal settings to promote learning experiences throughout the lifetime of learners.

Expectations - Duties, Responsibilities
  • Key Result #1: Program Design
  • Provide support in the development and design of Productive Learning programs, which include formal and informal settings, and experiences beyond the traditional classroom.
  • Lead in the creation of a participatory, enabling, innovative, and transformative learning environment for the youth, children, and their caregivers.
  • Lead In the integration of educational technology into the learning process or experience having a strong understanding of digital literacy.
  • Incorporate an integrative approach linking other flourishing areas: behavior change, adult learning, and youth-friendly approaches into the productive learning pathway.
  • Incorporate an intersectional approach that recognizes how gender intersects with other social categories such as race, class, education, and ability.   • Support the development of the AP Productive Learning work plans, budgets, and procurement plans in collaboration with other team members to ensure the Social Return of Investment of the project to the shareholders.
  • Lead the system strengthening and coordination with shareholders and partners to promote learning and development. Within the formal education settings are the School Management Committee and including those in the informal setting like in the communities.
  • Lead the identification of opportunities for collaboration/synergy across (i) sectorial systems such as education, youth development/empowerment, employability, asset creation, physical and mental health + well-being.
  • Key Result #2: Planning, Design, Implementation and Reporting
  • Plans, co-ordinates and directs education activities of the organization to ensure that activities are implemented in compliance with the approved targets and objectives.
  • Provide technical and operational support throughout all stages of programming processes and ensure integration, coherence and harmonization of PL with other FH technical specializations for the achievement of the education output results.
  • Prepare/update FNE operational guide along with PL Manager, which will be used by field staff for program implementation.
  • Closely follow up and play a technical leadership role in PL project planning, monitoring and evaluation.
  • Guide and ensure the preparation of high-quality project reports for PL projects and timely submission to all appropriate stakeholders
  • Ensure sustainability of FNE interventions in collaboration with concerned stakeholders and partners.

  • Work closely with the M&E Unit in designing monitoring tools for FNE interventions as per different donor requirements
  • Participate in evaluating periodic progress reports and provide feedback to ensure quality and consistency of reports
  • Keep proper documentation of project proposals, periodic reports, agreements and other documents
  • Participate in mid-term and final evaluation of FNE interventions.
  • Key Result #4: Capacity Building Activities
  • Work closely with country leadership and Area Program Managers to identify and set team and partner capacity building priorities, design and deliver tailored capacity building training workshops.
  • Provide technical training and support to field staff to spearhead FNE initiatives in the community for their adoption and practice.

  • Commitment to ethical practices in data collection, assessment, and interactions with learners, teachers/facilitators, parents/caregivers and shareholders.

  • Education Experience:
  • At least 5 years of experience working on programs that support basic education, non-formal education, and Youth Development.
  • Demonstrable experience in coordinating capacity building and provision of technical support for initiatives that improve children’s development, learning outcomes, and youth development.
  • Bachelor's degree or equivalent combination of education and experience in Basic Education, education, social work, psychology, or other relevant fields.
  • Language:
  • Fluent in Khmer language and given high interaction with the Global Service Center (GSC), proficiency in spoken and written English is essential.
