Agronomes et Vétérinaires Sans Frontières (AVSF) is an international NGO operating in 22 developing countries worldwide, with a mission to improve the livelihoods and well-being of small-scale farmers through a One Health approach, addressing public health, social and environment issues. AVSF focuses on three key thematic areas: (i) Livestock Farming, Animal Health and Veterinary Public Health, (ii) Agriculture, Natural Resources, and Climate, and (iii) Producer Organizations and Markets. AVSF is looking for qualified Cambodian candidates for the 4 full-time positions of Agriculture specialist, Gender Specialist, Digital Communication Specialist and Driver to support the implementation of the project “Enhancing CSO Capacities for Sustainable and Inclusive Agricultural Development in Cambodia (Sahakum Chhnaeum project)”, over a 3.5-year period. These positions will be based in Phnom Penh, with regular travel to target provinces, and will commence in March 2026 onward.

The project is implemented by a Consortium led by AVSF in partnership with the Cambodian Agricultural Cooperative Alliance (CACA), and Rural Economic and Agriculture Development Agency (READA), with financial support from the European Union (EU). The Sahakum Chhnaeum project aims to strengthen the capacities of 3 Agricultural Cooperative Unions (ACUs), 273 Agricultural Cooperatives (ACs), 1 National Federation, and 25 Farmers’ Organizations (FOs) in order to engage in policy dialogue, contributing to green, inclusive, and responsible agriculture through technical, economic, and environmental sustainability. The project is implemented across 12 target capital and provinces, namely Phnom Penh, Takeo, Prey Veng, Svay Rieng, Mondulkiri, Kampong Thom, Siem Reap, Preah Vihear, Otdar Meanchey, Battambang, Kampong Chhnang, and Kampong Speu.

Agriculture Specialist

Position Circumstances

Position Summary

Salary: Negotiable and dependent on candidate’s qualifications

Duties & Responsibilities:
  • Develop Training of Trainers (ToT) materials based on training needs assessments, focusing on sustainable agriculture practices, product standards, and processing techniques.
  • Deliver ToT trainings to the project technical team, leaders and staff of ACs and ACUs, and support them in conducting cascade trainings to producer members.
  • Organize exchange visits for AC/ACU representatives on agroecological principles/ practices and market linkages for agricultural products.
  • Asist and monitor members of ACs and ACUs in the application of agroecology/organic agriculture into production zones.
  • Assist ACs and ACUs in enhancing alternative use of machinery/tools and input supply for sustainable agriculture practices.
  • Support economic initiatives and assist in promoting their networking and profitable market assess;
  • Lead or support the development of project methodologies & workplan, and organize project events such as training of trainers, meetings, workshops, trainings etc.
  • Contribute to the preparation of quarterly, semi-annual, and annual narrative reports for internal use and donors.

Expected Profile of Candidates
Languages:

Qualifications:
  • Bachelor's Degree in Agronomy, Agricultural Science, Horticulture, or other related fields.
Work History:
  • At least of relevant work experience in sustainable agriculture practices, agroecological practices or safe/certified agricultural products; experience in technical training is an advantage for 3 years

  • Good facilitation and communications skills.
  • Good spoken and written English.

Gender Specialist

Position Summary

Duties & Responsibilities:
  • Assist the Project Manager in preparing project methodologies, annual work plans, and in ensuring effective implementation of project activities.
  • Takes lead on the conduct of a gender analysis in project target area.
  • Builds and strengthens capacities of project team members on gender mainstreaming and gender equality as well as gender issues.
  • Collaborate with other project specialists to provide capacity building to AC/ACU/FO representatives and progressively integrate the Gender Equality and Women’s Empowerment principles.
  • Build capacities of AC/ACU/FO on Gender Equality and Women’s Empowerment, and support women’s participation to be sit in AC/ACU management structures.
  • Supports the project team in gender mainstreaming into women’s economic empowerment initiatives and performance monitoring and evaluation (M&E) systems.
  • Monitor, measure, and evaluate the impact of gender-related project activities.
  • Contribute to the preparation of quarterly, semi-annual, and annual narrative reports for internal use and donors.

Expected Profile of Candidates
Qualifications:
  • Bachelor's Degree in social science and/or related disciplines as a minimum
Work History:
  • At least of work experience in building gender-related planning activities and strategy, particularly in gender mainstreaming and women empowerment for 3 years
Skills & Knowledge:
General & Technical Skills
  • Excellent organizational, written, and verbal communication skills in Khmer and English (working knowledge).
  • Basic understanding of producer groups, ACs and ACUs, and their business activities.
  • Ability to write activity reports in English.
  • Good understanding of how women are actively engaging in productive tasks, especially in livestock-agriculture domain.
  • Proficient in relevant Microsoft Word, Excel, and PowerPoint programs.
  • Experiences in gender awareness and sensitivity.

Digital Communication Specialist

Position Summary

Duties & Responsibilities:
  • Design and develop training materials on applicable digital tools and technologies and their effective utilization (e.g., Facebook, TikTok, Telegram, YouTube, content creation, video filming and editing) based on training needs assessments.
  • Deliver Training of Trainers (ToT) on digital tools, technologies, and platforms to the project technical consortium (AVSF–CACA–READA), and support them in providing training to AC, ACU, and FO leaders and relevant stakeholders.
  • Provide ongoing technical support and mentoring to ACs, ACUs, and FOs to strengthen their capacity to promote their organizations and members’ products.
  • Develop and implement a clear digital communication strategy, guidelines, and tools, and produce accessible materials such as technical guides, messages, and videos for AC, ACU, and FO staff and leaders.
  • Organize experience-sharing workshops and learning events among ACs, ACUs, FOs, and stakeholders.
  • Establish digital feedback mechanisms and manage appropriate digital tools and platforms to collect, store, organize, and share project achievements, lessons learned, and best practices for effective knowledge management and dissemination.
  • Coordinate with project teams, partners, and external service providers on digital communication initiatives, including project videos, publications, and Facebook content development and posting.
  • Contribute to the preparation of quarterly, semi-annual, and annual narrative reports for internal use and donors.

Driver

Position Circumstances

Position Summary

Aged between 18 and 50 years old.

Salary: Salary is reasonable and negotiable

Duties & Responsibilities:
  • Drive organization staff and transport materials, and official documents.
  • Ensure regular cleaning, maintenance, and basic repairs of assigned vehicles.
  • Conduct routine vehicle checks to ensure safety and proper functioning.
  • Maintain accurate vehicle logbooks and report any mechanical issues promptly.
  • Perform other related duties as assigned.

Languages:
  • English - Basic is preferred
Work History:
  • At least of work experience in driving for 3 years
Skills & Knowledge:

  • Possess a valid driver’s license (Category B or D1 is an advantage).
