Country Program Overview:

The IECD project focuses on promoting nurturing care for the most-vulnerable infants and young children, starting before birth, using evidence-based integrated programming in early-childhood development to provide for children’s health, nutrition, safety and security, responsive caregiving for social and emotional well-being, and opportunities for early learning to support the implementation of the Integrated Early Childhood Development project a five-year USAID-funded project (2020 – 2025).

Agriculture Field Officer

Position Summary

We are currently seeking an Agriculture Field Officer, based in Preah Vihear province with experience in at least one of the following topics for these roles. Candidate with experiences across more than one program area are preferred:

  • Agriculture, horticulture
  • Agri-business and/or agricultural market systems
  • Nutrition or nutrition-sensitive agriculture

Functional Relationships

The Agriculture Field Officer reports directly to the Nutrition-Sensitive Agriculture Coordinator and will also collaborate closely with the program’s Nutrition Coordinator, Gender Coordinator, Senior Technical Lead, Nutrition, Field Officers, and other staff members.

Scope of the position:

The Agriculture Field Officer will have primary responsibility for planning, initiating, managing, and supervising activities related to agriculture and marketing, nutrition, WASH and mainstreaming gender and early-childhood development to all activities, and will function to ensure the effective delivery of IECD project activities in their assigned areas.

Expectations - Duties, Responsibilities
  • Program Coordination and Support
  • Prepare work plans and production plans for the HFP program.
  • Work with Agriculture Coordinator to prepare reports.
  • Assist Agriculture and Nutrition Coordinators to initiate innovative evidence-based ideas and implement innovation processes.
  • Support the planning and facilitation of learning/monitoring visits from project management and stakeholders as needed.
  • Undertake other duties assigned by the Agriculture Coordinator.
  • Agriculture and Market Systems Support
  • Plan, implement and monitor Homestead Food Production (HFP) activities, including horticulture, poultry production.
  • Assist Village Model Farms (VMFs) to plan, implement and monitor HFP in their villages.
  • Plan, organize and conduct trainings on HFP.
  • Provide technical and management support to VMFs to promote the successful implementation of the program.
  • Implement agricultural market/livelihood activities promoted by project.
  • Support VMFs and participating HFP households to strengthen market linkages, such a forming marketing collaborative, -, and/or developing business/marketing plans.
  • Monitoring and Evaluation
  • Assist the M&E team in coordinating surveys, research and studies when needed, and carrying out routine data collection on a monthly basis.
  • Facilitate bi-monthly meetings with VMFs to gather lessons learnt and actions to improve project performance.
Requirements - Skills, Qualifications, Experience
  • Bachelor’s degree or equivalent in Agriculture, Rural Development, or a related field.
  • At least three years of experience in agriculture project implementation at the community level, especially horticulture, poultry production, or agriculture marketing.
  • Knowledge of nutrition and nutrition-sensitive agriculture preferred.
  • Excellent facilitation skills, with the ability to lead participatory discussions and training on sensitive topics.
  • Fluent in Khmer and reasonable command of written and spoken English.
  • Experience working in rural Cambodian communities.
  • Experience working and coordinating with NGOs and government agencies.
  • Excellent interpersonal and communication skills.
  • Willing to travel by motorbike in rural areas.
