GIZ is a federally owned enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development. 

The project “EU-German Cambodia Partnership for Sustainable Agriculture and Food Systems” (EU-German CAPSAFE) is a co-funded project between the European Union and the German Federal Ministry of Economic Cooperation and Development (BMZ) under the Team Europe Initiative “Sustainable landscapes, forests and agriculture” and implemented by GIZ. The objective of the project is to increase the value addition, competitiveness and sustainability of cashew and pepper value chains in Cambodia. To achieve this objective the CAPSAFE project has an implementation period from June/2024 to March/2029. The project target provinces are: Kampong Thom, Kratie, Tboung Khmum and Kampot.

The project works on the entire cashew and pepper value chains covering, amongst others, the topics: climate-resilient production; increased income of farmers, AC’s and MSMEs; food safety; sanitary and phytosanitary measures; agricultural research; increased processing and market linkages.

Agricultural Advisor

Position Summary

The Agricultural Advisor is based at the project office in Kampot and s/he will ensure effective and efficient project activities implementation in the Kampot province related mainly to the pepper value chain support.

Expectations - Duties, Responsibilities
  • The Agricultural Advisor is responsible for providing technical expertise, implementation and monitoring of project activities in the Kampot province according to the commissioned objectives and indicators and in this context, s/he performs following tasks:
  • Technical contribution to the (further) development of trainings for pepper farmers and ACs, supporting the selection process of farmers and ACs
  • Technical inputs for training materials, presentations, posters, factsheets, videos etc. that will be prepared for the pepper value chain
  • Preparation, setting-up and accompanying of farmer and AC (and MSME) trainings and coaching on site, cooperation with model farmers and coordination of demonstrations sites
  • Support the organizational development and institutional strengthening of the Kampot Pepper Promotion Association (KPPA)
  • Promoting contract farming and market linkages between farmers, ACs and private sector
  • Facilitating the cooperation with the private sector in Kampot to increase (pre-)processing capacities and value addition
  • Day-to-day support of M&E activities, including baseline, midterm and endline surveys, as well as annual project progress surveys and other related activities
  • Support preparations for/ and accompany events, field days, official visits, etc. in cooperation with project management and partners
  • Coordination with PDAFF and governmental extension services
  • Regular participation in meetings with GIZ and partners with individual contributions concerning the project implementation progress, achievements etc.
  • Steering and monitoring of all project activities in Kampot
Requirements - Skills, Qualifications, Experience
  • Formal Education
  • University degree (Masters) in agriculture, business administration, economics or comparable qualification
  • Professional experience
  • At least 10 years of professional working experience in development cooperation in the agricultural sector in Cambodia, including value chain integration and market linkages
  • At least 5 years of experience in the pepper value chain in Cambodia
  • At least 3 years of experience in value chain facilitation, with a focus on enabling market access for farmers and upstream producers and fostering partnerships with the private sector
  • Excellent knowledge of the Cambodian agricultural sector and understanding of its structure, challenges and possible solutions to improve competitiveness of the Kampot pepper
  • Longstanding experience in the advice of PDAFF and/or other relevant public institutions on provincial level, proven experience on the successful advice and capacity development of farmers and ACs
  • Knowledge of the implementation of Training of Trainers (ToT) approaches
  • Very good networking, moderation and facilitation skills
  • Excellent communication skills facilitating collaboration to achieve joint objectives
  • Proven ability to work in a team, also in intercultural contexts
  • Excellent verbal and written English and Khmer language skills
  • Other requirements
  • Willingness to travel in Cambodia and to work and stay in the field
  • Excellent command of MS-Office
  • Good working knowledge of modern telecommunication systems
