Administration Manager

A qualified and motivated administrator is needed for a full-time position of Administration Manager working in Phnom Penh.
A suitably qualified and/or experienced administrator is sought who, ideally (although not essential), has previous experience working within the non-governmental organization sector. The successful candidate will be required to:
- Administration and Governance:
- Manage, evaluate and supervise effective and clear procedures for the functioning of the administration office, including the running of day-to-day affairs, staff schedules, building maintenance and office operations.
- Ensure compliance with all laws, organisational policies and civil regulations.
- Implement and develop AEC Policies in collaboration with the Director.
- Ensure appropriate governance of the organisation in liaison with the Director, Executive Committee, Ministerial Departments and other governing bodies where appropriate.
- Seek ideas for the improvement of AEC services. Conduct staff meetings, as necessary.
- Establish and maintain an effective inventory for all supplies, materials and equipment. This is supported by appointed clinical staff.
- Support the tax-free importation of equipment and materials from overseas, liaising with the relevant ministerial bodies.
- Establish procedures for attractive, organized, functional and safe facilities.
- Assume responsibility for the health, safety, and welfare of staff, patients and visitors supported by the Health and Safety Officer.
- Develop clearly understood procedures and provide regular drills for emergencies supported by the Health and Safety Officer.
- Establish procedures for safe storing and integrity of all administrative records. Ensure that records are complete and current and that confidentiality is maintained where required.
- Complete in a timely fashion all records and reports as requested by the Director.
- Participate in periodic audits to monitor accuracy of reports and content, being aware of clinical governance and maintaining a quality service.
- Assist organisation of project events, including workshops, seminars and meetings.
- Human Resources
- Maintain accurate records of staff members for internal and external purposes, including contact details, annual leave, marital status and dependents.
- Maintain up-to-date contracts and job descriptions for all staff.
- Identify and address special needs of staff including health-related concerns.
- Supervise in a fair and consistent manner effective staff management and discipline systems consistent with AEC Policies.
- File all required reports regarding attendance and discipline matters and maintain records.
- Keep the Director advised of employees not meeting their contractual agreement.
- Actively participate in continued professional development opportunities where available.
- In collaboration with the management team, monitor the training and development needs of staff through regular monitoring and bi-annual performance reviews.
- In collaboration with the management team, implement training and continued professional development opportunities for staff.
- In collaboration with the Director, implement strategies to support staff retention and job satisfaction.
- Cambodian national
- Relevant university degree (administration, management or related subject) desirable although not essential
- Ability to communicate in English language both verbally and in writing to a satisfactory level
- Strong commitment to the values and ethos of AEC
