Role Purpose / Summary
The HR and Admin Coordinator plays a critical role in ensuring smooth human resources operations and administrative management in alignment with the UWS organizational policies and country complaints procedure.
This role will provide support in recruitment, staff onboarding, performance management, staff capacity building, records keeping, asset administration, general office management.
Reports To: Finance and Operation Manager

- Human Resources
- Coordinate with the line manager in the recruitment process (job posting, CV screening, interview coordination, reference checks).
- Facilitate employee onboarding and induction processes.
- Maintain and update HR files and personnel databases (HR system).
- Track staff contracts, probation periods, leave records, and Staff appraisal performance review schedules.
- Support policy implementation and staff compliance with the HR policy and labour law
- Coordinate staff training and development initiatives with line manager and Country Director
- Calculate staff monthly payroll and other benefits align with internal policy and labour law in collaboration with the finance department.
- Work with GESSI Specialists to ensure the awareness of child protection, safeguarding as well as address the concerns in a timely manner
- Facilitate with the head of department and SMT to build team spirit and good collaborations and learning culture.
- A focal person to facilitate staff related events (annual meeting/reflection, gathering event …ect) and safety concerns.
- Coordinate with Country Director on the organizational change structures
- Administrations
- Manage office supplies, utilities, lease agreements, and administrative vendor contracts.
- Oversee office maintenance of all UWS branches, equipment servicing, and UWS facility management.
- Lead and facilitate procurement process for program and construction team in line with UWS procurement policy.
- Maintain asset and inventory records, ensuring proper tagging and tracking.
- Support logistics and travel arrangements for program staff, visitors, donors and the global team.
- Maintain administrative records, filing systems, and archiving.
- Prepare/update welcome packs to all international visitors/donors visiting Cambodia as well as support visa applications process.
- Compliance and Coordination
- Ensure compliance with labour laws, INGO/MoU registration requirements, and donors’ requirement
- Liaise with government offices as needed for HR and admin-related matters.
- Work closely with Finance, Program, and Logistics teams for integrated support services.
- Coordinate with program unit to prepare report submit to lines ministries
- Essential:
- Bachelor's degree in Human Resource Management, Business Administration, or related field
- Minimum 5 years of HR and administrative experience, preferably in the INGO or development sector.
- Strong teamwork and collaboration across departments
- Open to learning, adaptable to change, and flexible in a multicultural environment
- Knowledge of local labour laws and HR best practices.
- Experience in office management and procurement is an asset.
- Strong written and verbal communication skills in English and Khmer language.

National Coordinator

Zero Education Poverty (ZEP) Programme Unit

National Coordinator’s Role Summary
The National Coordinator will lead the collaboration and partnership with national and sub-national government partners, aligning the ZEP program framework and the Education Strategic Plan 2024–2028. This will include providing technical assistance to strengthen the ZEP national working group and existing coordination mechanisms at the sub-national level. This includes working with the UWS Education Program, GESSI, MEAL and Communication team to generate evidence for learning and policy formulation.
This role will be based in the PED office serve as the primary focal point for coordinating the implementation of the ZEP program and integrating policy advocacy to ensure the program's objectives are met.
Reports To Country Director; (and Director of the PED).
Line Manage Advocacy Manager

- Strategic Coordination & Government Engagement
- Serve as the focal point between MoEYS/PED departments, UWS, and development partners for the overall implementation of the ZEP program.
- Facilitate the alignment of ZEP pilot activities with national frameworks (e.g., School Model Standards and its Key Performance Indicators in Education (KPI).
- Provide technical and logistical support to project implementation and the working group.
- Coordinate with the PED technical team in order for them to provide technical guidance/support and monitor foundational learning approaches and implementation (FLN, Personalized teaching to Overcome Marginalization (PTOM), Primary learning Program (PLP) with NGO partners, and school targets.
- Coordinate dialogue with MoEYS and NGOs to promote inclusive education, gender equity, and safe learning environments.
- Lead and coordinate inter-departmental/sectoral engagement around ZEP integration and scalability.
- Maintain regular communication with the stakeholders, including PED, Donor and other project partners, to ensure updates and progress are widely shared.
- Strategic Planning & Capacity Development
- Supervise the Advocacy Manager to strengthen the capacity for the local authority, ZEP working group and the school management committee
- Lead and oversee ZEP workshops and other project-related events, in collaboration with PED, PoE and NGOs partners at the national and sub-national levels.
- Develop appropriate tools and templates to support the district's capacity development plan, district-wide ZEP plan, and costing, as well as school monitoring, where applicable.
- Oversee data-driven coordination at the national level and use findings for evidence-based advocacy; and ensure alignment with approved plans.
- Develop and manage the project work plan, ensuring timely implementation of activities.
- Evidence Generation & Policy Influencing (Monitoring and Reporting)
- Collaborate with MoEYS to integrate ZEP learnings into national education policy.
- Prepare policy briefs, reports, and presentations for national stakeholders. Prepare and submit detailed project reports to PED and other stakeholders.
- Represent UWS and the ZEP initiative at government and partner meetings, as well as meetings with donors.
- Work in conjunction with the PED to track the project progress against objectives, timelines, and budgets and monitor the progress of ZEP and developing a scale-up roadmap.
- Facilitate knowledge-sharing sessions and joint learning reviews.
- Program and Strategy Development:
- Research, develop and propose ideas to expand the impact of the current program to other geographical areas or different thematic areas.
- Work in collaboration with program managers and the relevant team to develop the program, strategy and systems for the organisation.

Education Specialist

Role Purpose / Summary
The Education Specialist (ES) will serve as a member of the UWS technical program team, with the responsibility of providing technical assistance in education to UWS staff, MoEYS, PoEYs, and partners, aiming to improve teaching quality and learning outcomes for teachers and children in schools. ES will ensure that the education program team supports the contributions towards the Zero Education Poverty (ZEP) initiative in Versai district, and the school partnership Rattanakiri Province and national strategic objective for Education.
This role will involve reviewing and developing training packages and materials for staff, principals, teachers, and sub-national authorities to enhance their technical capacity in education. This will include providing inputs on advocacy strategies and educational materials, conducting and/or facilitating training processes, and evaluating the impact of the training. Includes engaging in programme design, implementation, reporting, research and learning for continuous improvement, innovation, and advocacy engagement.
The role will provide partners with technical assistance and support coordination, planning, managing implementation, reporting, and monitoring, while networking with sector stakeholders at all levels.

- Capacity Development and Technical Assistance
- Liaise with GESSI Specialist and Education Program Manager develop/design tools and training materials to enhance foundational learning outcomes for students in target districts.
- Coordinate with GESSI Specialist and Training Team, provide capacity building, coaching, and technical support to program teams and government partners to strengthen their technical competencies and establish best practices in early grade learning and other innovative models.
- Coordinate with relevant teams to set benchmarks, support establishing a quality M&E tool to collect accurate data, and lead project needs assessments and baseline surveys.
- Provide technical inputs to the Senior Program Manager on quarterly narrative reports and reviews for follow-up actions.

Program Officer

Role Purpose / Summary
The Programme Officer will lead and implement school partnership programs in collaboration with district education officers (DoE) in line with the work plan, targets and budget of project activities. These include building capacity to teacher, school principal, commune leaders, district authorities for improving foundation learning outcomes of students in all target schools.
He/She will be responsible for the overall engagement and coordination works at the district level through networking and working closely with district education officers, school principal, commune leaders, NGOs partners, and private sector partners to effectively coordinate and collaborate to develop education planning and monitoring and resources mobilizations ensuring the sustainability of school operations and management.

- Capacity Development:
- Responsible for leading and implementing UWS program activities in assigned schools/cluster targets in line with school assessment results.
- In collaboration with DoE, School Cluster leader, facilitate cluster teacher training and provide ongoing coaching target teachers
- Facilitate training and dialogues with girl club (GC), mothers’ group (MG) and school management committee (SMC)
- Support and facilitate the engagement of GC, MG & SMC in the annual school development plan (AOP) process with ensuring meaningful participation in the process.
- Provide timely response to the needs and feedback on school’s performance and progress
- Lead and support on data collection, monitoring, and capacity building in related topics.
- Program Delivery and Support:
- Collaborate with the District Education Office, School Principal to align UWS’s plans with the target district’s annual operational plan, ensuring the integration of school governance, advocacy efforts, and transition activities to achieve ZEP (Zero Education Poverty)
- Lead and mentor to schools’ targets with collaboration with partners, offering technical and operational guidance to ensure they consistently achieve the highest performance standards.
- Organise workshops, meetings, events in district targets with government and stakeholders to share best practices and build strong collaboration with relevant stakeholders and partners.
- Develop and oversee the work plans and budgets, ensuring timely and high-quality delivery of activities
- Develop and manage monthly/quarterly work plans and budget to ensure program activities are delivered on time in good quality.
- Establish/maintain relationships with networks and collaborate with various educational stakeholders such as government bodies, NGOs, international organisations, and communities.
- Act as the primary UWS representative at district-level education meetings, fostering collaboration with local government bodies and other stakeholders.
- Program Quality Assurance:
- Coordinate with the MEAL team to conduct the UWS School Development Report and other M&E tools to monitor teaching quality
- Conduct monitoring trips and spot checks across target schools for quality checking and to identify training needs.
- Coordinate and participate in the development of quarterly reports for provincial education departments and UWS Cambodia country reports in targeted schools.
- Mobilise community resources by actively engaging and collaborating with local authorities and the commune level for mobilising local funding for the schools’ development, inclusive education
- Budgeting and Planning
- Support Line managers, related departments, and school departments to build and plan.
- Support Education program team in conducting budget planning, activity planning, conduct cash advances, and reviewing the settlement with reassurance the compliance with UWS financial policy.
- Support the line manager in conducting monthly, quarterly, and annual reports. Nevertheless, it is a focal point for report writing for stakeholders.
- Child Safeguarding and Reporting
- Responsible for being the key contact person in the province to raise concerns and continue to work with the line manager.
- Support the GESSI to respond to cause for concerns in the province in collaboration with the local authority and the local authority on children’s social care services.
- Building and uphold the UWS CPS Policy, ensuring school is on track to achieve school-level CPS implementation targets.
- Adhere to the guidelines laid out in the UWS Child Protection Policy,
- Collaborate with the National Inclusion Lead Support school to implement inclusion and child protection, and safeguarding procedures and policies in schools.
