Helpcode is an Italian non-governmental organisation working so that every child can live their childhood. We have worked in Cambodia for many years, and our country office in Phnom Penh manages a portfolio of education, child sponsorship, drowning prevention and humanitarian response projects, with field activities in Preah Sihanouk and Siem Reap provinces.

The programme is run by a country team in Phnom Penh working in direct contact with headquarters in Genoa, alongside field colleagues in the two provinces and partners that include national institutions and international organisations.

Admin And Finance Officer

Position Summary

The Admin and Finance Officer is a key operational position supporting finance, administration, procurement, compliance, HR administration, and government relations for Helpcode Cambodia. The role works closely with the Country Director and contributes to the effective management of financial processes, donor compliance, statutory reporting, procurement, and office administration.

Duties & Responsibilities:
  • Accounting and Financial Management
  • Record and reconcile accounting transactions in the Square Accounting System.
  • Prepare journal entries and maintain accurate accounting records.
  • Support monthly and annual financial closing processes.
  • Prepare financial reports and assist with budget monitoring and forecasting.
  • Maintain supporting documentation and accounting schedules.
  • Bank, Cash and Payment Management
  • Perform monthly bank and cash reconciliations.
  • Process vendor payments, staff reimbursements, and bank transfers.
  • Verify payment documents and ensure proper approvals.
  • Monitor cash balances and maintain reconciliation working papers.
  • Payroll, Tax and NSSF Administration
  • Prepare monthly payroll based on attendance and leave records.
  • Calculate salary tax and review NSSF deductions.
  • Prepare and submit Salary Tax, Withholding Tax, and NSSF declarations.
  • Maintain payroll and statutory filing records.
  • Cash Advances and Settlements
  • Issue and monitor staff advances.
  • Review settlements and supporting documents.
  • Follow up on outstanding advances.
  • Maintain complete audit trails and settlement documentation.
  • Procurement and Compliance
  • Manage procurement requests and quotation analysis.
  • Support supplier selection and contract administration.
  • Maintain procurement documentation and records.
  • Ensure compliance with organizational and donor requirements.
  • Government and Institutional Liaison
  • Coordinate MOU renewals with MFAIC and MoEYS.
  • Prepare regulatory and ministry submissions.
  • Support legal registration requirements.
  • Coordinate country representative documentation and government correspondence.
  • Audit and Filing
  • Support internal and external audits.
  • Maintain SharePoint and physical filing systems.
  • Ensure audit readiness and document compliance.
  • Assist with ACAR and regulatory reporting requirements.
  • HR and Office Administration
  • Support staff contract administration and leave management.
  • Maintain office assets, inventory, supplier records, and travel arrangements.
  • Coordinate administrative support for staff and visitors.
  • Assist with visa and work permit administration when required.
Benefits:
  • Gross monthly salary between USD 500 and USD 650, depending on qualifications and experience.
  • 12-month renewable contract.
  • 18 days annual leave plus public holidays.
  • 7 days paid sick leave.
  • NSSF coverage and compliance with Cambodian labor regulations.
Expected Profile of Candidates
Languages:
  • Khmer - Fluent
  • English - Good
Qualifications:
  • Bachelor's Degree
Work History:
  • Previous experience in accounting, finance, administration, procurement, NGO operations, or related fields is an advantage but not mandatory. in NGOs and Community Development for 2 to 3 years
