Admin and Finance Manager
SALARY and BENEFIT: Monthly Salary up to USD 1500.00 plus other benefits
Job Description:
Admin & Finance Manager (AFM) is responsible for the overall administrative and financial tasks of CWA. S/he works closely with the Executive Director to ensure that financial transactions are properly recorded in the CWA accounting system (QuickBooks) and supported with enough supporting documents; provide enough financial information for management decisions; funds are properly used according to the financial management manual and within organizational or project budget. S/he also ensures there is sufficient administrative support for smoothing the operation of CWA activities.
CWA has a zero-tolerance for Sexual Exploitation and Abuse of beneficiaries. Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility, and all staff is required to adhere to the Code of Conduct, which enshrines the principles of PSEA, at all times (both during work hours and outside work hours). Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training. All staff must ensure that they understand and under with this clause.
- The specific roles for this position are:
- Maintain accounting records in QuickBooks and Prepare financial reports according to donors' requirements for all projects such as monthly, quarterly, semi-annual, and annual financial reports, etc.
- Manage CWA’s funds and Budget;
- Provide technical support and deliver business development services;
- Oversee administrative and human resource works; and
- Perform other tasks as requested by the Executive Director
- Check and review all the donors’ finances under CWA
- Prepare annual financial report for Government requirements
- Follow up accounts payable and make all payments to suppliers; monitor and keep records of advance transactions to CWA staff;
- Ensure monthly planning and reporting to the Executive Director and Donors.
- Prepare annual global financial report and respond to external auditors' inquiries.
- Control/Check monthly expenses against budget.
- Working closely with Executive Director and Program Manager on the budget proposal development
- Support Administrative and Finance officer in preparing payroll staff and NSSF including rental tax; ensure pay-slip and timesheets are submitted
- Support Administrative and Finance officer in preparing other staff benefits
- Conduct and update the inventory every six months;
- Check all vouchers in QuickBooks before posting and make sure all coding is correct
- Support Water Supply Engineer and Membership coordinator in collecting membership fee
- Support IT assistant to make sure IT function is running smoothly for CWA
- Work out with the external auditor for CWA year Auditing
- Approve all bank slips for cash transfers and withdrawals from Bank
- The following minimum requirements are expected for this assignment:
- At least hold Bachelor/Master degree in business management or related field;
- Experience using the QuickBooks.
- Minimum 5 years of related working experience;
- Good at time management and organizational skills;
- Ability to work under pressure, both independently as well as part of the team;
- Good knowledge of written and spoken English;
- Familiar with budget management & financial reporting.
- Excellent computer skills including QuickBooks, MS Excel, and MS Word;
- Experience with the Cambodian International Financial Reporting Standards for SMEs
- Good communication and interpersonal skills;
- Be able to travel to and stay overnight in the provinces.
