Trailblazer Cambodia Organization (TCO) is a local non-governmental, non-profit organization registered in 2008 and led by Cambodian Agriculture and Rural Development specialists. TCO is governed and led by a woman who is the chief board director and the executive director is also a woman. Moreover, more than 80 percent of TCO staff is women Board members, and the management team and staff have all experience working with natural resources management, community development, education, chemical-free agriculture, and WASH sectors. We promote community-based natural resource management and teach target groups to become self-sustaining. TCO seeks out additional support for vulnerable groups, such as women and children, who are often marginalized in traditional development systems. Operationally, TCO focuses on knowledge dissemination and creating sustainable, local development models that can be successfully replicated in other areas.

Our vision is: “Every family will be able to live life in all its fullness”. To achieve our vision, TCO got its mission to contribute to the alleviation of poverty in our target areas of Cambodia and improve the overall quality of life for the families who live there.

The DEFIP project (Fish Value Chain Development), implemented in five countries, started in Cambodia in February 2020. It aims to promote the development of family Agroecological fish farming for commercial purposes. The target is to address local food and nutritional challenges while making sustainable use of resources and promoting the adaptation of rural activity systems to climate change. The action specifically targets the diversification and increase in the livelihoods of family agricultural production units through the integration of extensive, sustainable, and profitable fish farming on farms. TCO is implementing the project in partnership with APDRA, a French NGO promoting profitable and sustainable family fish farming in developing countries (Link).

Action-Research Officer

Position Summary

Location: Siem Reap, and regularly missions to Kampong Thom province.

Contract type/duration: Permanent contract

Expectations - Duties, Responsibilities
  • Lead the action-research process
  • Animate the action-research process with the different actors involved in it, particularly farmers and facilitators.
  • Co-work with farmers, facilitators, and other actors (scientists, NGOs) on inventory, study, improvement, and spread of fish farming innovations.
  • Animate the social dynamics fueling action research, including discussions and exchanges between beneficiaries, working groups on innovations, workshops on action-research results, etc.
  • Conduct the action-research process aiming at developing fingerlings production systems adapted to the realities of beneficiaries.
  • Contribute to M&E
  • Data collection from the field, treatment, and analysis.
  • Monitoring of fish farming implemented by beneficiaries, at each step of the cycles: stocking of fingerlings, feeding/fertilization, and harvest.
  • Contribution and improvement of the Monitoring & Evaluation system of the project. Update tools for data collection aiming at assessing fish farming systems.
  • Contribute to the general operation of the project
  • Support facilitators in their different activities when needed. These activities may include the selection of new beneficiaries, follow-up of beneficiaries, data recording, training, field visits, and harvests.
  • Connect farmers and facilitators from the different areas of intervention of the project. Promote the transfer of knowledge and capacity building of the project’s staff and beneficiaries. Contribute to identifying the needs for capacity building, as well as to the development and assessment of these pieces of training.
  • Co-responsible for the action-research process with the project manager.
  • AR officer is expected to move to all areas of intervention of the project, to work with all beneficiaries of the project.
Requirements - Skills, Qualifications, Experience
  • B.Sc. level qualification in aquaculture/fisheries or rural development or agro-ecological agriculture or anthropology/social sciences related to rural development.
  • At least 2 years of professional experience in a relevant field (Fish farming, agroecology, rural development, participative approach, action research, monitoring-evaluation, etc.).
  • Fluent in English (speaking, writing comprehension)
  • Experience in community facilitation.
  • Experience in data collection, analysis, and data management tools.
  • Open mind, a punctual, motivated, and curious person willing to learn new things.
  • Willing to help the farmer and solve their problems.
  • Ability to write reports, prepare spreadsheets, and develop budgets based on activities, planning, and projections in English and Khmer.
  • Good at reading, listening, speaking, and writing both English and Khmer.
  • Good administration skills, including computer skills in PowerPoint, Microsoft word, Excel, and email.
 
 

Field Facilitator (1 Position)

Position Summary

Contract type/duration: Fixed-term appointment/ Probation period of 3 months.

Salary: Negotiable

Expectations - Duties, Responsibilities
  • Identify new beneficiaries of the project.
  • Conduct regularly scheduled site visits to community households to accompany them in the development of fish farming systems adapted to their ecological, social, and economic realities.
  • Assist local farmers to troubleshoot problems and identify practical solutions for aquaculture activities.
  • Day-to-day follow-up and monitoring with farmers.
  • Working closely with APDRA (DEFIP) staff to support the aquaculture sector and its value chain.
  • Involve with Fish Farming Experiment Participative Approach hand in hand with farmers and research institutes (e.g., CIRAD).
  • Coordinate and implement capacity-building training for farmers on various topics related to fish farming and farm management.
  • Facilitate knowledge sharing between farmers through the organization of field meeting sessions.
  • Assist in close monitoring and evaluation of project activities and results through the standardized APDRA (DEFIP) M&E system.
Requirements - Skills, Qualifications, Experience
  • B.Sc. level qualifications in agriculture or rural development or agro-ecological agriculture or anthropology/social sciences related field.
  • At least 2 years of professional experience in a relevant field (Fish farming, agroecology, rural development, or community facilitation.)
  • Proven knowledge in program development, community management, mediation, implementation, and monitoring.
  • Experience in capacity building for farmers and community facilitation.
  • Open mind, a punctual, motivated, and curious person willing to learn new things.
  • Willing to help the farmers and solve their problems.
  • Ability to write reports, prepare spreadsheets, and develop budgets based on activities, planning, and projections in English and Khmer.
  • Good at reading, listening, speaking, and writing both English and Khmer.
  • Good administration skills, including computer skills in power point, Microsoft Word, Excel, and email.
  • Experience with Geographic Information Systems (GIS) is a plus.
