By employing a strategic and multi-sectoral approach, CARE ensures that the intervention will contribute to broader climate action and economic resilience within Cambodia’s evolving development framework.

Project Background

PlasticSmart Cambodia is a three-year initiative (2024-2027). The initiative, led by CARE Austria together with CARE Cambodia and in partnership with the Youth Council of Cambodia (YCC) and the Independent Democracy of Informal Economy Association (IDEA), seeks to catalyze Cambodia’s transition to a circular economy by integrating sustainable waste management strategies, promoting eco-friendly packaging alternatives, and fostering policy advocacy to institutionalize long-term solutions.

The initiative targets micro, small, and medium-sized enterprises (MSMEs), informal waste collectors, local governmental authorities, and key industry stakeholders across Kandal, Kampong Chhnang, and Kampong Cham provinces. The program prioritizes business model innovation, the formulation of regulatory frameworks, and public engagement strategies to maximize impact. By involving diverse actors from the public and private sectors, the project seeks to create a scalable model for sustainable waste management that could be replicated beyond target location of the project tin Cambodia.

Scope of Work

Tasks and Responsibilities:

The consultant will be responsible for:

  • Conducting an extensive literature review of existing policies, industry reports, and scholarly research.
  • Designing and administering semi-structured interviews with critical stakeholders, including government officials, business owners, and community representatives.
  • Organizing focus group discussions (FGDs) with informal waste collectors, vendors, and local authorities to contextualize key challenges and opportunities.
  • Performing field observations in selected provinces to document prevailing waste management practices.
  • Utilizing both quantitative and qualitative analytical frameworks to derive key insights and recommendations.
  • Developing two pages briefing to share with stakeholders based on the key findings.

Methodological Approach:

A mixed-methods approach will be employed, integrating the following research components:

  • The secondary data analysis leveraging governmental records, industrial reports, and academic publications.
  • Surveys target at least 200 MSMEs and 80 informal waste collectors to quantify existing waste management behaviors.
  • Key informant interviews engaging policymakers, business leaders, and NGO representatives.
  • Focus group discussions across project sites to capture stakeholder perspectives.
  • Environmental impact assessment to establish a pre-intervention benchmark for measuring the project's ecological contributions.
  • Comparative analysis to evaluate the effectiveness of alternative waste management models applied in similar contexts.

Work Arrangements & Reporting

  • The consultant will operate under the direct supervision of CARE Cambodia’s project team.
  • All fieldwork activities must receive prior authorization from CARE Cambodia.

  • Regular updates will be required to ensure alignment with project goals and methodology.

Bidder Eligibility

  • Consultant Qualifications
  • A Doctorate or Master’s degree in environmental science, climate change, waste management, sustainable development, or a related discipline.
  • Extensive experience conducting empirical baseline studies, environmental impact assessments, and climate vulnerability assessments.
  • Demonstrated expertise in climate change adaptation and mitigation, plastic waste management, circular economy models, and policy analysis.
  • Strong understanding of the garment sector and MSME operations, particularly in relation to environmental sustainability, resource efficiency, and climate resilience.
  • Advanced proficiency in data analysis, qualitative and quantitative research methodologies, and technical report writing
  • Proven experience engaging with policymakers, private sector stakeholders, and local communities to develop climate-smart interventions.
  • Fluency in Khmer and English is required.
  • Previous experience working in Cambodia or similar contexts is highly desirable.
