Duties + Requirements
Advisor – Local Governance
 
  Duties
  • Coordinate with the existing support structures for commune and district councils
  • Contribute to the design of specific measures of district administrations in support of economic development and poverty reduction
  • Advise and capacitate commune councils and representative structures at district level to clarify their roles, functions and means to promote economic development and poverty reduction and to implement respective activities
  • Within the framework of the Cambodian decentralization and deconcentration reform promotes and capacitates Associations of Councils at the province level
  Requirements
  • University degree in Public Administration, Law, Business Administration or comparable area
  • Proven experience in capacity development and excellent communication and facilitation skills
  • A minimum of 2 years of professional working experience in sub-national reform programs and directly working in and/or with decentralised government structures
  • Good knowledge of local and regional economic development approaches, pro-poor growth concepts and understanding of the relationship between decentralization and poverty reduction
  • Willingness to live and work in Siem Reap and to work frequently in the field
