Emergency Community Facilitator
Duties
- ECM SPECIFIC ACTIVITIES
- Support the established Solidarity Fund Committees (SFCs) to
- Create a union of interests and sympathies with the poorest people within the community, through regular and relatively small family contributions towards the Solidarity Fund
- Ensure community involvement in making decisions regarding referral and transportation of patients and make financing of transportation possible and free for the poorest
- Ensure good management/accountability, and timely availability of solidarity funds for the poorest (currently only available for public health facilities)
- Ensure community knows about the services and the costs at HC/Hospital and availability of emergency HC staff/contact numbers
- Ensure a functioning communications network in the commune through regular meetings between stakeholders (CC, HCMC, VHSGs, TBAs, VBDs, other community volunteers and HC staff etc.) Organize mobile phone/courier communication systems
- Assist communities to organize and streamline decision making for selecting the most efficient and fastest route system for emergency transports
- In collaboration with HCMCs/VHSGs, VBDs, improve awareness of the existence, costs, and quality of services in both public and private health facilities so communities can make an informed choice of where to send their patients in an emergency
- In collaboration with HCMCs/VHSGs, VBDs improve awareness of the danger signs of pregnancy and when to refer the pregnant woman
- Follow-up SFCs who meet difficulties in performing their role and find sustainable solutions (for instance, promote exchange of experiences among SFCs)
- Organize monthly meeting at commune level to follow-up achievements in budget collection, expenses made and new balance (ensuring respect of the guidelines and transparency)
- Organize conflict resolutions sessions when necessary
- In collaboration with the SFCs members, update the MoP list of poors following MoP criteria for poor families absent during the MoP study
- Promote and set up linkages with different stakeholders concerned/interested in management of medical emergencies
- Report SFCs data in Solidarity Fund monitoring tools
- Write monthly report to the Field Coordinator, specifying achievements and issues raised
- Prepare monthly plan with the support of the Field Coordinator
- COLLABORATION
- Participate actively to ECM’s meetings organized by the Field Coordinator, the Program Officer and the Prevention Coordinator
- Exchange practices with other ECM team members
- Promote the collaboration between Solidarity Fund members, Life-Saving Transporters, VSW, Doulas, Peer Listeners and HC’s midwifes
- Contribute to the promotion of safe and planned delivery
- Coordinate with the health team when required
- Facilitate the cooperation among all the project volunteers, sharing tools, experience and practices to achieve the project objectives
- HIERARCHICAL RELATIONSHIPS
- Reports to the Base Field Coordinators
- Under the responsibility of the SRH Prevention Coordinator
Requirements
- Experience in community mobilisation
- Experience in liaising with local authorities and key people
- Experience in fund savings, micro-credit, finance, etc
- Excellent communication skills (listening, facilitating, training)
- Good organizational and planning skill
- Monitoring and reporting skills
- Knowledge of conflict resolution techniques
- Computer literacy (Excel, Word, Emails)
- Critical thinking ability
- Spirit of initiative
- Knowledge of sexual and reproductive health
- Good level of English
- Patience and empathy
- Ability to ride a motorbike in remote areas
