Catholic Relief Services (CRS) was founded in 1943 by the United States Conference of Catholic Bishops to assist the poor and disadvantaged. CRS returned to Cambodia in 1991 and currently works in the sectors of Health, Education, and Sustainable Livelihoods (including agriculture, civil participation, and natural resource management), with approximately 20 local partners. A head office is located in Phnom Penh with small sub-offices in Kampot and Kampong Cham. CRS Cambodia is the hub office for Southeast Asian programming, including Laos, Myanmar, Thailand, Vietnam, and other outreach countries.

MONITORING & EVALUATION COORDINATOR
=====================================
The M&E Coordinator is responsible for developing strong monitoring and evaluation systems that directly contribute to quality programming by managing and supporting a team of M&E officers. The M&E Coordinator will coordinate and assist the M&E Officers working directly in each sector (Health, Education, and Livelihood) in designing and implementing M&E systems at CRS level and transfer the capacity to partners and their staff. The M&E Coordinator will play a key role in helping the country program learn, both through its own and other CRS programs, but also through the shared experiences with other countries in the region.

 
HIV/AIDS AND HEALTH PROGRAM SPECIALIST

HIV/AIDs and Health Program Specialists will oversee the implementation of several CRS health projects and in particularly providing technical assistance, monitoring and supervision to government and NGOs partners on HIV prevention, care and treatment and impact mitigation, TB/HIV and other related issues by working closely with relevant partners. S/he will work closely with other program specialists and M&E Program Officer to strengthening reporting, research and evaluation matters of the program and CRS M&E work as required
 
MCH/TB AND HEALTH PROGRAM SPECIALIST

MCH/TB and Health Program Specialists will oversee the implementation of several CRS health projects and in particularly providing technical assistance, monitoring and supervision to government and NGOs partners on MCH, TB, TB/HIV and HIV related issues by working closely with relevant partners. S/he will work closely with other program specialists and M&E Program Officer to strengthening reporting, research and evaluation matters of the program and CRS M&E work as required.

Duties + Requirements
Monitoring & Evaluation Coordinator
 
  Duties
  • Ensuring each project has a functional and evidence-based M&E system (qualitative and quantitative) to inform programming progress/direction
  • Developing quality M&E systems and plans during project design and launching
  • Strengthening the capacity of M&E Officers to respond to program quality needs : assessment establish/use of M&E systems, evaluation to ensure program quality
  • Coordinating with the M&E Officers on capacity strengthening of local partner institutions and staff to implement and utilize M&E systems for program quality
  • Collaborating with regional and other CRS programs in Asia teams to realize an M&E learning agenda rooted in evidenced-based approaches
  Requirements
  • Masters in Development Management, Economics, Sociology, Statistics, or other relevant field
  • At lease 3 years in program management experience including monitoring & evaluation, training and technical assistance,and progressive responsibility in overseas relief and development programs
  • Proficiency in spoken and written English and Khmer
  • Computer proficiency in Word, Excel, PowerPoint, Outlook, SPSS and/or CSPro

  • Planning: Oversee and coordinate annual and quarterly project implementation plans with CRS managers and partners ensuring that the planning process provides the means for accomplishing the objectives and is participatory
  • Program Implementation: Provide oversight, guidance and support to CRS partners to ensure plans are implemented effectively and according to approved work plan
  • Reporting, Monitoring and Evaluation: Ensure that project activities are appropriately monitored and supervised so that objectives and indicators are met in accordance with agreements and that reports are produced accurately and in accordance on time
  • Staff/Partner Capacity-Building: Identify CRS partner training and capacity development needs as related to
  • implementation of the project. Directly collaborate with managers and staff or identify internal or external resources to
  • provide training to CRS partner as needed
  Requirements
  • Masters degree in Public Health or health equivalent experience
  • At least 3 years in HIV Prevention, care and treatment, impact mitigation TB/HIV, MCH, TB and related programming management, program development, capacity building, monitoring and evaluation, budget management, and report writing
  • Proficiency in spoken and written English and Khmer
  • Computer proficiency in Word, Excel, PowerPoint and Outlook
