Programme Officer (Monitoring, Evaluation and Reporting)
Duties
- Accountabilities: the Programme Officer (Monitoring, Evaluation and Reporting) reports to the Head of the Monitoring, Evaluation and Reporting, Vulnerability Analysis and Mapping (MERVAM) Unit of the Country Office. Within delegated authority, the Programme Officer (Monitoring, Evaluation and Reporting) will be responsible for the following:
- Lead monitoring, evaluation and reporting activities for WFP Cambodia, including preparing and disseminating high quality and timely analytical reports on project outputs and outcomes, routine progress reports on project implementation, including constraints and recommendations for improvement, and monitoring reports with key findings and follow-up actions to be taken, and other reports, as needed;
- Coordinate monitoring, evaluation and reporting activities between the Country Office and Area Offices, and assist Programme Units and Heads of Area Offices in all matters related to monitoring, evaluation and reporting, including providing regular on-the-job and dedicated training and technical guidance, as needed;
- Coordinate updates to the monitoring, evaluation and reporting system, guidelines and tools, including, the logical framework and monitoring checklists, in close collaboration with Programme Units and Area Offices, and ensure timely dissemination of changes to relevant staff;
- Ensure that key findings from monitoring and evaluation activities are systematically compiled, documented and reported to Management, Programme Units and Area Offices.
- Maintain databases of indicators relating to WFP projects and periodically generate database reports for Management, Programme Units, and Area Offices, as requested;
- Liaise with cooperating partners, undertake field visits to monitor project activities, and carry out beneficiary contact monitoring, as needed;
- Develop and sustain liaison with cooperating partners and stakeholders on monitoring, evaluation and reporting systems, guidelines, tools and information products to ensure linkages, complementarities and synergies, and assist cooperating partners on the maintenance of databases, records, accounts and books as stipulated in the Operational Guidelines or Field Level Agreements and ensure that reports required for WFP are accurate, complete and provided as scheduled;
- Assist in the preparation and update of risk analysis and contingency planning, periodically monitor the management of risks and report on any actions taken;
- Perform other related duties as required.
Requirements
- EDUCATION:
- Master’s degree in economics, business administration, social sciences, statistics, public health, development studies or a field relevant to international development assistance with a focus on monitoring and evaluation.
- EXPERIENCE:
- At least three years of postgraduate professional experience in monitoring and evaluation is required. Senior-level experience as an M&E Manager or Coordinator is preferred.
- KNOWLEDGE:
- Training and experience utilizing Microsoft Office applications (Word, Excel, Access) and statistical analysis software (SPSS, SAS, etc.).
- DESIRABLE SKILLS AND/OR EXPERIENCE:
- General knowledge of UN system policies, rules, regulations and procedures governing administration; Familiarity with concepts of food security and nutrition; Experience in both qualitative and quantitative research design, data collection and analysis; Experience in the management and manipulation of datasets with Excel and Access; Strong analytical writing skills.
- LANGUAGE:
- Fluency in both oral and written communication in English and Khmer.

Senior Programme Assistant
Duties
- Accountabilities: Under the direct supervision of Head of Area Office, the Programme Assistant will be responsible for the following duties:
- Undertake negotiations for and prepare project documents with government ministries and other participating agencies;
- Assist the Head of Area office in coordinating and monitoring implementation of assistance programmes, in close collaboration with local government staff and other cooperating partners;
- Liaise with local government staff and other cooperating partners and undertake visits to view project outputs in order to ensure that progress is made on achievement of project objectives, review achievements and constraints, prepare field trip reports accordingly and use findings to recommend adjustments to programme implementation/design;
- Organize project planning missions, meetings and briefing sessions to identify and analyze problems and recommend projects;
- Assess project performance, including utilization of resources and achievement of planned targets;
- Monitor and report on the food security situation, the allocation of food and non-food resources, and receipt of necessary shipping, freight or other documents and notify the appropriate WFP officer of non-receipt;
- Analyze and prepare projections for food commodities and non-food items to ensure timely call forward and/or local procurement;
- Maintain records on programme activities, from formulation stage through completion, by extracting relevant information from reports, project committees, budget records and other documentation; make information available for country briefs, country profiles, and other related purposes; ensure project cycle deadlines are met;
- Assist cooperating partners in the maintenance of all records, accounts and books stipulated in respective agreements and ensure that reports required for WFP are accurate, complete and timely;
- Carry out advocacy and information related tasks for project/programme activities such as making interventions and presentations in meetings, workshops, seminars, missions, etc;
- Prepare status and progress reports by providing information and background material for use in discussions and briefing sessions;
- Supervise, provide guidance, on-the-job training and assistance to field monitors support staff; provide technical support and training to cooperating partners; evaluate, develop, and recommend procedures. Participate in discussions on new/revised procedures and practices; interpret and assess the impact of changes and makes recommendations on follow up actions; Perform other related duties as required.
Requirements
- EDUCATION:
- Complete secondary school education, preferably supplemented by courses in human resources, public administration, transport, development economics or other related field.
- EXPERIENCE:
- At least five years of progressively responsible experience, of which at least one year was closely related to programme functions.
- LANGUAGE:
- Fluency in both oral and written communication in English.
- DESIRABLE KNOWLEDGE AND SKILLS:
- General knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Proficiency in a second official WFP language; training and/or experience using MS Word and MS Excel, and other WFP software; knowledge of WFP financial regulations; and rules and WFP policies and procedures in the area of work.

Senior Public Information Assistant
Duties
- Accountabilities: Under direct supervision of the Donor Relations and Communication Officer, the Senior Public Information Assistant will be responsible for the following duties:
- Assist in designing and implementing communication and advocacy strategies and campaigns in order to generate greater awareness, understanding and support for WFP projects in Cambodia;
- Produce photographic/video material, brochures, beneficiary stories, annual reports and other documentation including material for the Cambodia country page of wfp.org;
- Draft texts for news releases, feature articles, briefing notes, backgrounders, annual reports, public position papers and other materials in Khmer or English for necessary clearance by the supervisor and/or management;
- Assist in producing visibility material for donors (e.g. thank you letters, photos, videos);
- Assist in organising donor field visits, hand-over ceremonies, media interviews and other events;
- Place WFP's public service announcements in broadcasting stations;
- Keep accurate records of media activities;
- Produce reports on WFP public information activities as required;
- Attend UN Communications Group meetings, provide updates to UN colleagues;
- As required, translate brochures, reports and other communication material;
- Monitor local media on WFP projects and related issues including Khmer websites and print media;
- Assist in the correct addressing of media queries;
- Assist in keeping the media updated on WFP's activities;
- Follow up on requests for information from media and donors;
- Assist in producing visibility material for donors (e.g. thank you letters, photos, videos);
- Assist in organising donor field visits, hand-over ceremonies, media interviews and other events;
- Place WFP's public service announcements in broadcasting stations;
- Keep accurate records of media activities;
- Produce reports on WFP public information activities as required;
- Attend UN Communications Group meetings, provide updates to UN colleagues;
- Provide a weekly Public Information outlook to the Public Information Unit of the Regional Bureau in Bangkok;
- Liaise with Public Information Officer in Bangkok for ad-hoc communications needs;
- Seek clearance from Regional Public Information Officer on publications and material for external use before publishing;
- Liaise with Communication Officers in other Cambodia-based organizations for joint press releases and other joint actions;
- Perform other related duties as required.
Requirements
- EDUCATION:
- Secondary school education supplemented by courses related to public information. Preferably university degree in one or more of the following disciplines: journalism, international relations, public relations, communications or other relevant fields.
- EXPERIENCE:
- At least six years of experience in public information or related field.
- LANGUAGE:
- Fluency in both oral and written communication in English and Khmer.
- DESIRABLE SKILLS AND/OR EXPERIENCE:
- Ability to use digital video and still cameras; experience in producing short videos and in video editing; knowledge of food security and nutrition.
- KNOWLEDGE:
- General knowledge of the media landscape in Cambodia; ability to use initiative and liaise with media; good writing skills in English and Khmer; good knowledge of the Cambodian government system, strategies and policies; experience in producing brochures and other communications material; proficiency in using MS Office (Word, Excel, PowerPoint, Publisher) and publication design software (e.g. MS Publisher, Adobe In Design); general knowledge of UN system policies, rules, regulations and procedures governing administration; travel to the field will be required.

Procurement Assistant (Food)
Duties
- Accountabilities: Under the overall supervision of Head of Supply Chain Management, the Procurement Assistant (Food) reports directly to Procurement Officer (Food) and performs the following:
- Extract and input data from various sources in procurement systems;
- Respond to queries regarding procurement data from staff in the unit and elsewhere in the Programme;
- Initiate administrative actions related to procurement information;
- Update and track processing of procurement actions;
- Prepare tender documents for review by the Procurement Officer
- Prepare initial purchase orders and contracts for review by the Procurement Officer;
- Transmit tender document to vendors using WFP Corporate software
- Retrieve offers sent by vendors from WFP Corporate software, prepare bid opening record and prepare comparative statement of offers
- Create Purchase Orders in WFP Corporate System
- Maintain relevant internal databases and files; keep track of contractual agreements;
- Verify claims for accuracy;
- Ensure compliance with procurement rules and regulations;
- Draft routine correspondence related to the unit’s work and type a variety of correspondence, reports and papers;
- Provide information related to the above functions and exchange a variety of statistical information;
- Perform other related duties as required.
Requirements
- EDUCATION:
- Complete secondary school education, preferably University degree is preferred.
- EXPERIENCE:
- At least three years of progressively responsible support or secretarial work experience, including at least one year in the field of finance, accounting, procurement, evaluation, audit or administrative services or other related field.
- LANGUAGE:
- Fluency in both oral and written communication in English and in Khmer.
- DESIRABLE KNOWLEDGE AND SKILLS:
- Experience utilizing computers, including word processing, spreadsheet and other WFP standard software packages and systems.
- General knowledge of UN system policies, rules, regulations and procedures governing procurement administration. Knowledge of WFP manuals in the area of Procurement. Training and/or experience using MS PowerPoint and other WFP software. Knowledge of WFP policies and procedures in the area of procurement, and WFP financial regulations and rules. Knowledge of WFP’s Information System (WINGS - MM module). Typing 35 wpm in English.

Field Monitor Assistant (Technical/Food for Work)
Duties
- Accountabilities: Under the direct supervision of Senior Programme Assistant, Field Monitor Assistant will be responsible for the following duties:
- Coordinate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners;
- Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged;
- Supervise the efficient distribution of food items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed and provide feedback to Field Officers and others on the distribution;
- Assist in the conduct of regular meetings of implementing partners on the commodity pipeline, distribution arrangements, food entitlements and other relevant issues;
- Assist the WFP Senior Programme Assistant and implementing partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender focused activities;
- Assist in the implementation of the plan of action, review achievement and constraints and provide feedback accordingly;
- Report periodically to the WFP Senior Programme Assistant on relevant events regarding food management, distribution and other related issues;
- Identify any apparent issues in the programme and report them to the appropriate personnel;
- Identifying the exact location for each NFI structure and checking its waterway area in conjunction with the local community and the IP;
- Checking that NFI structure is part of a FFW project and recording the relevant WFP Agreement number;
- Quality control of the construction of NFI structures by ensuring that the requirements of drawings and specification are met;
- Keeping a record of the contractor’s progress and comparing progress with the construction programme;
- Supervise and train other personnel as appropriate;
- Perform other related duties as required.
Requirements
- EDUCATION:
- Complete secondary school education, supplemented with experience or additional education course in civil engineering (water, road, rural infrastructures).
- EXPERIENCE:
- At least four years of progressively responsible experience, of which one year closely related to programme civil engineering.
- LANGUAGE:
- Fluency in both oral and written communication in English
- DESIRABLE KNOWLEDGE AND SKILLS:
- Proficiency in a second official WFP language; training and/or experience using WFP’s Information Systems (WINGS) and other WFP software; knowledge of FAO/WFP financial regulations; and rules and WFP policies and procedures in the area of work.

- At least three years of progressively responsible support experience including at least one year in the field of development or relief assistance, or another related field.

- DESIRABLE KNOWLEDGE AND SKILLS:
- Proficiency in a second official WFP language; training and/or experience using WFP software; knowledge of FAO/WFP financial regulations; and rules and WFP policies and procedures in the area of work.
