Duties + Requirements
Chief of Party
 
  Duties
  • Strategic and technical leadership, with responsibility to ensure all program objectives are met
  • Serve as principal liaison with the USAID and other USG officials as required, as well as with key representatives of the Royal Government of Cambodia, partners and other stakeholders
  • Develop and maintain effective partnerships with Cambodian technology and media organizations
  • Coordinate with local, regional and international organizations active in the media, technology and civil society sectors
  • Manage and mentor project staff
  • Coordinate with IREX home office
  • Oversee project budgeting and ensure budget discipline
  • Oversee monitoring, evaluation and reporting on program activities
  • Represent IREX publicly and support its organizational development
  Requirements
  • At least 12 years of proven overseas experience working in the area of media in developing countries
  • Demonstrable expertise and vision for using social media and technology for development purposes.
  • Significant managerial and technical work experience in developing countries, with media and civil society
  • Preference is given to candidates with experience working with technology for development programs in developing countries
  • Outstanding representational and communication skills and ability to translate complex principles of media technology into simple terms
  • Demonstrated leadership qualities and proven as an excellent manager and effective oral and written communicator
  • Prior experience in Cambodia or South East Asia is preferred but not required
  • Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects for media development (with preference for US government-funded donor experience)
  • Demonstrated understanding of the political and economic situation in Cambodia and of the current media, technology, and civil society environment preferred
  • Ability to establish strong working relationships with senior officials in government, with media and civic leaders, businesspeople and international donors

 
Technology Program Manager
 
  Duties
  • Manage the creation, expansion and oversight of the social innovation lab
  • Manage the technology apprenticeship program
  • Mange the social enterprise incubation program, among other duties
  Requirements
  • Proven, in-depth technical knowledge of technology for development
  • Sound and up to date understanding of the progress Cambodian technologists have made in developing new technologies
  • Must have a vision for expanding the use of social media and technology for civil society for development purposes
  • Prior experience working in the ICT and/or technology field in Cambodia
  • Educational and/or professional background with ICT and up-to-date knowledge on recent technology related developments in Cambodia
  • Experience with project management
  • Ability to communicate clearly in English and Khmer language skills are preferred but not required

  • Manage the technology/social innovation lab, oversee and mentor each of the technical teams and managers
  • Oversee the overall media and public relations strategy development and execution
  • Coordinate SILK’s online and social media presence
  • Document using new and social media SILK’s creation, events, projects, etc
  • Liaise with local and international traditional and new media
  Requirements
  • Proven experience working with social media and technology in Cambodia
  • Khmer language skills and outstanding English language speaking and writing capabilities required
  • Ability to translate complex principles of media technology into simple terms
  • Proven skills with public relations and strategy development, and ability to communicate with multiple stakeholders
  • Knowledge of information communications
  • Oral and written communication skills to effectively liaise with local and international stakeholders, including mass media
  • Experience managing an innovation or technology lab or working in the technology sector in Cambodia are strongly preferred

 
Training Program Manager
 
  Duties
  • Responsible for overseeing all of SILK’s training activities provided through the civil society capacity building program component
  • Oversee the development of different training curricula, instructors, marketing and evaluating courses
  Requirements
  • Experienced trainer and group facilitator
  • Ability to translate complex concepts of technology into simple terms
  • Strong background in media and/or technology, and/or civil society development
  • Fluent Khmer and strong English language skills are required

 
 Partnerships Program Manager
 
  Duties
  • Develop and execute the implementation plans of products and services resulting from partnerships
  • Collaborate with USAID to develop and monitor the Memoranda of Understanding with private companies
  • Monitor the progress and implementation of activities conducted in partnership with private sector organizations
  • Help identify new partnerships for new innovations
  • Create an atmosphere for private sector and civil society to work more closely
  Requirements
  • Knowledge of the private sector entities in Cambodia and proven project management skills to manage the partnership component of the project
  • Proven project design and management skills to develop and execute implementation plans of products and services resulting from partnerships
  • Communication and teamwork skills to collaborate with USAID and private companies
  • Prior experience working with the private sector, particularly entities with corporate social responsibility priorities and programs
  • Outstanding English skills and good Khmer language skills required
