Planning Monitoring and Evaluation (PME) Officer
Duties
- Assist with the implementation of a planning, monitoring and evaluation system across the units of the country office
- Assist with the monitoring of project implementation through semi-annual reports, capacity assessments, field visits or other monitoring tools and ensure that reports are accurate and in line with the overall country program strategic plan and project objectives
- Assist in building capacity in monitoring and evaluation of Heifer Cambodia staff and project partners
- Assist in the timely flow of communication between the country office and regional offices/projects
- Maintain a database and filing system of project information
- Assist in the utilization of Project Planning and Management Information System (PPMIS) tools
- Process data from monitoring and evaluation activities such as in progress reports and other related publications
- Assist in the preparation and processing of baseline studies of projects
- Assist in the preparation and documentation of Participatory Self Review and Planning (PSRP) of active projects
- Support the preparation of monitoring and evaluation activities convened by project partners and other assigned evaluators
- Collect and update social and economic data at both the project and national level
- Seek continued growth in the knowledge of Heifer International programs and issues of hunger and poverty
- Perform other job-related duties as requested
Requirements
- Education and/or Experience
- Bachelor’s degree in Community Development, Public Administration, Social Science, Development Studies or related field required; plus two (2) years of experience in development organizations Experience with participatory planning, monitoring and evaluation tools and techniques will be an advantage. Other job-related education and/or experience may be substituted for all or part of these basic requirements
- Knowledge, Skills, and Abilities
- Proficient in English, both written and spoken
- Proficient in local language/dialects, both written and spoken
- Excellent communication skills
- Experience with the project management cycle, participatory tools and techniques for rural and community development
- Knowledge of statistical procedures and analysis, and database software
- Ability to produce accurate documents in a well designed and attractive format
- Good understanding of and sensitivity to issues associated with poverty, hunger and the environment
- Excellent organizational skills including strong attention to detail
- Computer proficient in word processing, spreadsheets, presentation tools, email, and internet (Microsoft preferred)
- Ability and willingness to work with a flexible schedule
- Ability and willingness to travel extensively, both domestically and internationally.
- Motivated to work responsibly with little supervision
- Ability to cooperate effectively and harmoniously with project partners and like-minded organizations
- Excellent interpersonal skills with the ability to work cooperatively, tactfully and diplomatically with a culturally diverse group of people
