SELECTION PROCESS When fully qualified, US Citizen Eligible Family Members (USEFMs), US Veterans are given preference. Therefore, it essential that candidate specifically address required qualifications above in application.

DEFINITIONS
1. Eligible Family Member (EFM): An individual related a US Government employee one the following ways:
- Spouse
same-sex domestic partner (as defined 3 FAM 1610);
- Child, who
unmarried under 21 years age or, regardless age, incapable self-support. term shall include, addition natural offspring, stepchildren adopted children those under legal guardianship the employee or spouse such children are expected be under such legal guardianship until they reach 21 years age when dependent upon normally residing the guardian;
- Parent (including stepparents
legally adoptive parents) the employee or the spouse, such parent at least 51 percent dependent on employee support;
- Sister
brother (including stepsisters stepbrothers, adoptive sisters brothers) the employee, or the spouse, such sibling at least 51 percent dependent on employee support, unmarried, under 21 years age, regardless age, incapable self-support.
2. US Citizen Eligible Family Member (USEFM): For purposes receiving preference hiring for qualified position, EFM who meets following criteria:
- US Citizen; and,
- EFM (see above) at least 18 years old; and,
- Listed on
travel orders a direct-hire Foreign, Civil, uniformed service member assigned or stationed abroad with USG agency that under COM authority, at office the American Institute Taiwan; either:
- Resides at
sponsoring employee's uniformed service member's post assignment abroad at office the American Institute Taiwan; or
- Resides at
Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.
3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for Family Member Appointment purposes Mission employment:
- Is
U.S. citizen; andSpouse same-sex domestic partner (as defined 3 FAM 1610) or child the sponsoring employee who unmarried at least 18 years old; andIs listed on travel orders approved Form OF-126, Foreign Service Residence Dependency Report, a sponsoring employee, i.e., direct-hire Foreign Service, Civil Service, uniformed service member who permanently assigned or stationed abroad at U.S. mission, at office the American Institute Taiwan (AIT), who under chief mission authority; andIs residing at sponsoring employee's post assignment abroad or, appropriate, office the American Institute Taiwan. Does receive Foreign Service Civil Service annuity
4. Member Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, uniformed service member permanently assigned stationed at U.S. Foreign Service post establishment abroad, at office the American Institute Taiwan. An MOH is:
- Not
EFM; and,
- Not on
travel orders the sponsoring employee; and,
- Has been officially declared by
sponsoring USG employee the COM part his/her household.
A MOH under COM authority may include parent, unmarried partner, other relative adult child who falls outside Department’s current legal statutory definition family member. A MOH does have be US Citizen.
5. Not Ordinarily Resident (NOR) – An individual who:
- Is not
citizen the host country; and,
- Does
ordinarily reside (OR, see below) in host country; and,
- Is
subject host country employment tax laws; and,
- Has
US Social Security Number (SSN).
NOR employees are compensated under GS FS salary schedule, under LCP.
6. Ordinarily Resident (OR) – A Foreign National US citizen who:
- Is locally resident; and,
- Has legal, permanent resident status within
host country; and,
- Is subject
host country employment tax laws.
EFMs without US Social Security Numbers are also OR. All OR employees, including US citizens, are compensated accordance the Local Compensation Plan (LCP).
