Duties + Requirements

National Irrigation Specialist

Duties

Support and give technical advice to Provincial Departments of Water Resources and Meteorology (PDOWRAM) and of Agriculture (PDA) to promote coordinated access to DRR good agricultural practices and improved use of water resources for flood and drought management in the districts of Baseth and Kong Pisei
In the context of the national stakeholder consultations for the formulation of the national and provincial Plans of Action for DRR in Agriculture, provide technical advice to the National Project Coordinator regarding water and irrigation management
With guidance from the National Project Coordination and in coordination with team members and project partners, undertake an assessment of the project impact on target beneficiaries and community; and
Prepare and submit a final report consolidating project implementation process, findings, lessons learned and follow up recommendations related to water and irrigation management, in line with reporting requirements of FAO

Requirements

Preferably M.Sc. or higher degree related to agriculture, water engineering and environmental management or resource economics
At least seven (7) years of professional experience related to planning and implementing water management and or irrigation related projects
Record of project management, technical training delivery and application of participatory planning methodologies
Previous working experience with and international organization or FAO will be an asset
Fluency in English and good writing skills in English language

National Agro-meteorology Expert

Duties

Develop a strategy paper on improved weather and climate information for risk management in agriculture and on related capacity building needs
Improve the existing weather station network in Kampong Speu including maintenance capacity
In the context of the national stakeholder consultations for the formulation of the national and provincial Plans of Action for DRR in Agriculture, provide technical advice to the National Project Coordinator about agro-meteorology and early warning systems
Prepare and submit a final report consolidating project activities, findings and recommendations for future actions, in line with reporting requirements of FAO

Requirements

Preferably M.Sc. or higher degree related to agriculture, meteorology or climatology
At least ten (10) years of professional and practical experience in agriculture, weather forecasts or early warning systems and field implementation of projects
Record of project management
Fluency in English and good writing skills in English language
