  Duties
  • The Assignment: In order to develop the strategy paper, the consultant firm or individual consultant will:
    • Work with the LTTA to prepare an inception paper describing in detail the scope of work and methodology to be used for this assignment;
    • Prepare tools for data collection, and identify target responders in consonance with the approved methodology;
    • Coordinate implementation with appropriate target groups;
    • Collect and analyze data and document analysis;
    • Prepare a draft report for validation with concerned groups and experts;
    • Facilitate the conduct of a stakeholders’ and experts’ workshop to refine and get ‘buy-in’ for the strategy paper on labor trafficking; and
    • Write the validated strategy paper on labor trafficking for CTIP II
  Requirements
  • Minimum of five years of professional expertise, preferably in policy research and labour and human trafficking programs in Cambodia.
  • Good knowledge and well understand the working context with working groups of the government, as well as local and international NGOs addressing the issues of labour and human trafficking.
  • Good knowledge at the mechanism, strategies, and legal framework related to labour trafficking, preferable in Cambodia.
  • Good experience with monitoring & evaluation and gender analysis strongly preferred.
  • Master degree or higher in law, international development, human rights, or other relevant field.
  • Excellent written and oral communication skills in English required; Khmer language skills desirable.
